Review of AIDS law urged

Due to the increasing number of HIV (Human Immunodeficiency Virus)-AIDS (Acquired Immunodeficiency Syndrome) cases in the country, a lawmaker is calling on Congress to review the Philippine AIDS Prevention Control Act of 1998.

Gabriela party-list Rep. Luz Ilagan said Congress should take a second look at Republic Act 8504, attributing its weak implementation to the rising incidence of the global killer disease.

That is what we have been warning all along. Unless the government is serious about sexuality education, massive information campaign, these numbers will continue to rise, she said in an interview.

The AIDS law should be reviewed.The implementation is weak, she pointed out.

The Department of Healths (DOH) Philippine HIV and AIDS Registry recorded a total of 491 HIV/AIDS cases in October 2013, 66 percent higher than the 295 cases in October 2012. This is the highest ever recorded in a month in the country.

Ilagan even asked the DOH to ensure that health centers should have the necessary supplies, including the much-needed retrovirals.

More importantly, supplies should be available in health centers. The DOH should have budget for retrovirals, she said.

Meanwhile, House Speaker Feliciano Belmonte, who expressed his readiness to undergo HIV-AIDS examination said it would be better if countrys leaders, including lawmakers would submit themselves to a voluntary HIV-AIDS testing among national leaders to raise awareness against the fast and furious type of epidemic.

It is a good idea if the national leaders would undergo voluntary HIV-AIDS testing. I think its just an add on in a regular blood test, so pagnagpa-regular check up papagawa din [so if you go on a regular check up, you can always have an HIV test], he said in an interview.

RA 8504 or the Philippine AIDS Prevention Control Act of 1998 does not provide the mandatory HIV-AIDS testing.

Software activist calls for 'truly anonymous' Bitcoins to 'protect democracy'

Free software advocate Richard Stallman has warned Bitcoin owners who believe they are untraceable that it is, in fact, easy for governments to track users, and called for a for truly anonymous crypto-currency to make democracy safe.

People dont necessarily give their names when they do Bitcoin transactions, but the government can probably figure out who is doing the transaction. How are you going to get Bitcoins after all, unless you set up a Bitcoin money computer, which is how Bitcoins are made, you are going to get them by buying them from someone. If you are an ordinary person, the way you could do it is by paying with a credit card to a company that will exchange government currency for Bitcoins. The credit card identifies you, so when you get Bitcoins in return, the government can see who you are.

The well-respected computer programmer, who has long campaigned for the use of free software which comes with the rights to modify, copy and distribute source code, called for a new crypto-currency to replace Bitcoin that is impossible to track.

The way Bitcoin operates means that a log of all transactions, including the sending and receiving wallets, or accounts, and amounts transferred are kept permanently and publicly accessible to anyone with a browser and an internet connection.

I believe that we need on the World Wide Web a system for truly anonymous payment to a website. But its the payer that has to be anonymous; it doesnt have to be anonymous for which website received the payment. So thats what I advocate setting up. We know the technology; it was developed 20 years ago to do this work. Whats needed is business and the social task of getting it set up, so that lots of people can use it, he said.

We must have an anonymous way to pay websites so that they cant have the excuse that the only way to get any money is by advertising that tracks people. We know that if companies track people, then the NSA or GCHQ is going to look at that data, its going to be tracking people through these companies.

So I almost never use a credit card to buy anything, the only exception is airline tickets, because they do have my name anyway, so Im not losing anything by paying with a credit card. The point is, we need anonymity to make democracy safe.

Richard Stallman was talking at the Bitcoin Expo in London over the weekend, which also saw a lecture from bitcoin developer Michael Parsons.

Extraordinary general meeting of TIE Kinetix N.V. approves takeover of TOMORROW FOCUS Technologies GmbH from TOMORROW FOCUS AG

Munich, Germany, 2 December 2013 - At an extraordinary general meeting held on 28 November 2013, the shareholders of Dutch firm TIE Kinetix N.V. approved the complete takeover of Munich-based digital technology and creative services agency TOMORROW FOCUS Technologies GmbH (TFT GmbH) from TOMORROW FOCUS AG with effect from 2 December 2013.

TOMORROW FOCUS AG announced the planned sale of TFT GmbH on 11 October 2013 as part of a new strategic focus on business-to-customer (B2C) business models. At that point, however, the takeover was subject to approval by an extraordinary general meeting of TIE Kinetix N.V. That approval has now been given.

Commenting on the deal, TOMORROW FOCUS AG's CEO Toon Bouten explained: 'As TFT GmbH's new partner, TIE Kinetix N.V. will take it forward on a sustainable path. We are looking forward to working with both companies in the future.'

Justus Liebig University Giessen and PVA TePla AG have signed a framework agreement with the Fraunhofer Institute for Surface Engineering and Thin Films - Strengthening of the high-tech location in Central Hesse.

Justus Liebig University Giessen (JLU) and PVA TePla AG, Wettenberg, today signed a framework agreement with the Fraunhofer Institute for Surface Engineering and Thin Films (IST), Brunswick, establishing a working group for research into plasma processes and high-tech materials. The aim is to perform end customer-oriented research and development work for industrial companies.

'This cooperation in the field of applied plasma physics with industry and the Fraunhofer Institute for Surface Engineering and Thin Films demonstrates the success of our long-term strategy for developing the profile of material sciences in Giessen and establishing it as a center of excellence', said JLU President Prof. Joybrato Mukherjee. For the university, the Laboratory for Material Research (LaMa) is involved. LaMa is a grouping of the Chemistry and Physics faculties that jointly run the material science courses and work on large-scale research projects. Many of the research topics of LaMa are closely linked with the aspects covered by the new working group. For instance, in the LOEWE initiative RITSAT, which focuses on plasma and ion sources for aerospace propulsion, plasma diagnostics methods and the theoretical description of plasma processes are also being developed. And in the LOEWE initiative Store-E - a project on the storage and conversion of energy - the scientists are producing items including high-tech materials for energy applications by means of plasma-based deposition methods.

In particular, the expertise bundling within LaMa in the area of material synthesis, solid-state analysis, plasma diagnostics and the theoretical description of plasmas are a valuable supplement to the expertise of the Fraunhofer IST.

Prof. Gnter Bruer, head of the Fraunhofer IST, is delighted with progress so far: 'An ever-growing number of high-tech SMEs with the potential to expand their market position worldwide with their products and services or even become global market leaders are working at the Giessen-Wetzlar location, which focuses on optical, vacuum and plasma technologies. However, many SMEs cannot meet the necessary research and development capacity requirements for this growth by themselves. We try to fill this gap with our cooperative approach and support the companies by offering them our research and development capacity, just like all Fraunhofer institutes operating throughout Germany.' The working group is set to come into being on January 1, 2014.

Dr. Arno Knebelkamp, CEO of PVA TePla AG, will provide the working group with modern premises and infrastructure. He referred to the importance of the end customer-oriented research and development work that the interested companies have entrusted to this working group.

Project coordinator Peter Abel believes that the cooperation agreed here between the Fraunhofer Society, the university and industry strengthens the research and development location in Central Hesse. In particular, he feels that bundling the regional resources in terms of manpower and research equipment will result in an effective, cost-optimized development platform that will make the region more competitive, especially with regard to future technologies.
