The residents of certain areas of Donetsk and Luhansk regions who wish to get vaccinated against COVID-19 will be able to enter the Ukrainian-controlled territory without self-isolation.

The lists of such citizens will be sent to the entry and exit checkpoints in Donbas, as reported by the press center of the State Border Guard Service of Ukraine.

Those citizens of Ukraine who are subject to self-isolation while crossing the Ukrainian-controlled territory are required to download the Dii Vdoma mobile application. Otherwise, they are subject to observation. At the same time, foreigners must have a valid insurance policy when crossing the contact line.

The Centre of Expertise for Good Governance continues the series of webinars to disseminate the results of the Best Practices in Local Self-Government - 2020 contest in Ukraine. The second webinar Quality educational services: from kindergarten to the university was held on 3 June 2021.

Druzhkivka (Donetsk region) and Chuhuiv (Kharkiv region) municipalities shared their unique experiences in the area of delivering quality and innovative educational services.

The practice of creating an educational methodical centre in Druzhkivka is an inspiring example for education community because adult education requires not only innovative training methodology, but also a modern educational space. SOM hub platform introduced new forms of working with teachers (to replace old-school meetings and gatherings): methodical living rooms, pedagogical cafes, online showcases of pedagogical upgrades, 30 trainings, 10 master classes, and professional competitions.

The practice Creation of a system to provide educational services for children with special educational needs belongs to Chuhuiv.

The project covers both inclusive education and rehabilitation of children with special needs and their integration into educational process and social life.

The webinar was held in a hybrid format engaging representatives of local authorities at all levels and their associations, MPs, leadership of the Ministry of Communities and Territories, the education community, and regional journalists.

About 148 participants joined the event through the online platform and the audience of the social media stream recorded another 130 engaged viewers.

The webinar was organised in the framework of the Council of Europe Programme Enhancing decentralisation and public administration reform in Ukraine, implemented jointly with the Ministry of Communities and Territories and the Parliamentary Committee on Local Government.

The next webinar will take place on 17 June and will be dedicated to the theme of safe and comfortable habitat. (about the first webinar >>).

The Centre of Expertise has been supporting Ukraine in implementing this contest, based on the Best Practice in Local Government Programme, for almost a decade. It has been successfully adapted into a sustainable and popular contest for local authorities organised annually by the Ukrainian Ministry of Communities and Territories. The Best Practice toolkit is one of the most popular methodologies of the Centre of Expertise. This year, it is being implemented also in Armenia, Hungary, Moldova, Turkey.

The National Security and Defense Council of Ukraine (NSDC) made a decision to deepen Ukraine's integration into NATO and approved a report on the inspection of the national anti-terrorism system.

NSDC Secretary Oleksiy Danilovsaid this at a briefing after the NSDC meeting on June4, an Ukrinform correspondent reports.

During the meeting, the NSDC members considered urgent measures to deepen Ukraine's integration into NATO. Danilov noted that these issues had been considered in secret, and all the necessary decisions had been made unanimously.

According to him, the NSDC members also heard a report by the deputy head of the Security Service of Ukraine on a review of the nationwide counter-terrorism system. "The report on the nationwide counter-terrorism system was approved," the NSDC secretary said.

Another issue considered was the improvement of the network of situational centers and the digital transformation in the field of national security and defense. As Danilov explained, a single system for managing national security will be created throughout Ukraine.

In addition, a decision was made on the development of the domestic aircraft industry in the coming years.

Belarus intends to appeal to the ICAO after Ukraine, the member states of the European Union and other states banned the state-owned Belarusian airline Belavia from using their airspace.

The decision taken by Ukraine unilaterally to restrict the use of the airspace of Ukraine by Belarusian aircraft violates the provisions of the Chicago Convention on International Civil Aviation of 1944, the Aviation Department of the Ministry of Transport of Belarus claimed in a statement on June 2, 2021.

The authority questions the ability of Ukraine to ensure flight safety, citing incidents such as MH17 or the shootdown of Siberia Airlines Flight 1812 by Ukrainian air defense forces during an exercise in 2001.

On May 25, 2021, the European Union Aviation Safety Agency (EASA) and the European Council banned Belavia from the EUs airspace and asked their airlines to avoid the overflight of Belarus, following the diversion of Ryanair flight FR4978 and the arrest of journalist Roman Protasevich and his partner Sofia Sapega on May 23, 2021. Ukraine took a similar decision on May 26, 2021.

As a consequence, Belavia can only fly to 9 of the 30 destinations it used to service before the incident. "21 countries are a big loss for the company, but the Belavia team is working hard to cope, the company said in a statement.

On May 31, 2021, Belarus President Alexander Lukashenko reported discussing the creation of flights from Belarus to Crimea during a meeting with Russian President Vladimir Putin three days before. Belarus previously refused to recognize Russia's 2014 annexation of Crimea from Ukraine.

Sen. Rand Paul said his family has received at least five death threats over his public disagreements with National Institute of Allergy and Infectious Diseases Director Dr. Anthony Fauci.

This week, Ive had five death threats just for being outspoken on it, Paul said during an episode on Fox Newss Hannity.

Paul, who has repeatedly called for Faucis firing, told host Sean Hannity that having a civil disagreement was no longer possible as his family suffered as a repercussion to the public feuds.

I dont know what the worlds coming to. You cant ask honest, difficult questions that, in the end, have proved out that Dr. Fauci was not being honest with us, but as a repercussion, my family had white powder sent to our house and five death threats phoned in, the Kentucky Republican said.

In May, Paul shared that his family received an envelope containing white powder. It included a threatening letter with a photo of a gun to Pauls head and the words Ill finish what your neighbor started, you motherf*****," referring to a 2017 incident in which Paul was hospitalized with broken ribs after his neighbor assaulted him.

The senator told Hannity that Faucis professional emails, which were recently acquired through a Freedom of Information Act request and published online, justify his past criticisms.

Theres been no more prominent scientist in favor of gain-of-function research than Dr. Fauci, Paul said. He still hasnt backed off of that position. He still believes that its OK to take animal viruses and make them into superviruses to infect humans. Even if a pandemic should occur, he says the research is worth it.

But you know what? Theres a host of other scientists in this field, and they say its not worth it at all, that we havent learned anything, he added. All weve done is put ourselves at risk.

Paul said the gain-of-function research used at the virology lab in Wuhan, China, needs to stop.

This is a bad one, Paul said of the coronavirus pandemic. This has about 1% mortality 3.5 million people have died. But theyve been experimenting with some viruses that have 15% mortality. That would be 50 million deaths right now.

So, this kind of research needs to not be funded by the U.S. taxpayer, he added. Its very, very dangerous.
