Bernie Sanders: Hillary Clinton is not ‘qualified’ to be …

"They're going to question my qualifications, well I'm going to question theirs," Sanders said Thursday during a news conference in Philadelphia.

"The Washington Post had a headline that said 'Clinton questions whether Sanders is qualified to be president.' That was what was thrown at me."

"I believe the Clinton campaign told CNN that their strategy is, 'we go into New York and Pennsylvania. Disqualify him, defeat him and unify the party later,' "he said.

Clinton herself has never said Sanders isn't qualified to be president. When asked Wednesday on MSNBC if she thought Sanders was "ready to be president," she said: "I think he hadn't done his homework and he'd been talking for more than a year about doing things that he obviously hadn't really studied or understood, and that does raise a lot of questions."

By Thursday morning, Clinton laughed off questions about Sanders' assertion that she isn't "qualified" for the presidency.

"It's kind of a silly thing to say," she told reporters in New York. "But I'm going to trust the voters of New York who know me and have voted for me three times."

At his news conference, Sanders said he was trying to run an "issue-oriented campaign" and blamed "the media" for taking things off course.

He then repeated on Thursday the same swipes on Clinton he cited the night before.

"My response is if you want to question my qualifications, then maybe the American people might wonder about your qualifications Madame Secretary," he said.

Sanders' remarks rankled Clinton's aides, with many arguing it shows Sanders' campaign growing desperate in the face of growing odds to win the Democratic nomination. Clinton's aides were outraged late on Wednesday night, when they gathered for a conference call about the change in tone.

"Hillary Clinton did not say Bernie Sanders was 'not qualified.' But he has now - absurdly - said it about her. This is a new low," campaign spokesman Brian Fallon tweeted.

In addition to a trove of delegates New York is an important symbolic contest. Sanders was born in the Empire State, and New York City has been at the center of the national political battle over income inequality -- a signature issue for the Vermont senator. But Clinton represented the state in the Senate, and her campaign headquarters is based in Brooklyn.

Liberals say Tories lowballed estimate and government …

VANCOUVER The federal Liberals have announced another multimillion-dollar top-up for a key project under the national shipbuilding strategy after the former Conservative government lowballed the original budget, says the minister in charge.

We inherited a bit of a mess, said Public Services and Procurement Minister Judy Foote shortly after committing an additional $30 million to build an offshore oceanographic science vessel.

The project is over budget and behind deadline.

Foote made the announcement in front of hundreds of hard hat-toting workers gathered inside a Seaspan Shipyards hangar in North Vancouver on Monday.

The minister also promised $35 million for Seaspan to start work on three joint supply ships. Those vessels will deliver fuel, ammunition, spare parts, food and water to Canadian and allied vessels, allowing them to remain at sea for long periods.

The previous government relied on an unrealistic costing methodology that failed to take into account various price increases including inflation, Foote told reporters after the event.

This is the second cash infusion for the science vessel since the Conservatives initial $108-million budget in 2008 was boosted by $35 million a year later. Mondays announcement puts the projects overall cost at more than $170 million, or 60 per cent over budget.

Conservative procurement critic Steven Blaney said the Liberals inherited a rigorous process that was recognized by the auditor general as being fair and competitive.

The new government is responsible to ensure those ships are delivered on time and at cost, he said.

The Liberals cannot blame others for meeting the responsibility to ensure the best interests of the navy, of the coast guard and of the taxpayers. Thats what we expect them to do, Blaney said.

They are in charge. Now they have to step up to the plate.

During her announcement, Foote left the door open to the possibility of further cost overruns and downplayed the suggestion that Seaspan is to blame for the spiralling price tag.

Its not about fault. We have not had a shipbuilding industry in this country in 20 years, so getting it right is really important, she said, adding that more funds would be made available if necessary.

Seaspan president Brian Carter said the initial 2008 budget predated his companys involvement in the national shipbuilding strategy, which became official four years later.

When we came into this situation it was our first look at the projects and we made an honest assessment of what we thought it would take to build these ships, he said.

Carter said he was unable to provide an overall dollar figure for the science vessel, explaining that final estimates are typically made after the construction contract is signed and immediately before building begins.

The offshore oceanographic science vessel is the fourth of 17 ships tentative slated for construction at the North Vancouver shipyard. Work has already started on the first of three fisheries vessels, which also have budget woes.

Internal briefing notes dated Nov. 16 show the budget for those ships spiked by 181 per cent between 2009 and 2015 to $687 million.

The documents attributed this increase to the federal governments inexperience overseeing multiple, complex ship projects, as well as a steep learning curve for Seaspan, which needed to find skilled staff and learn to use its new facilities.

This announcement comes days after Foote rejected an unsolicited bid from Quebec-based Davie Shipyard to take over many of the contracts already awarded to Seaspan.

A draft statement obtained by The Canadian Press last week acknowledged Davie had proposed to build or repurpose a fleet of Canadian Coast Guard icebreakers and support ships years ahead of the current schedule and at a fraction the cost of Seaspan.

The statement said the federal government did not respond to unsolicited proposals.

Progressivism is the term applied to a variety of responses to the economic and social problems rapid industrialization introduced to America. Progressivism began as a social movement and grew into a political movement. The early progressives rejected Social Darwinism. In other words, they were people who believed that the problems society faced (poverty, violence, greed, racism, class warfare) could best be addressed by providing good education, a safe environment, and an efficient workplace. Progressives lived mainly in the cities, were college educated, and believed that government could be a tool for change. Social reformers, like Jane Addams, and journalists, like Jacob Riis and Ida Tarbel, were powerful voices for progressivism. They concentrated on exposing the evils of corporate greed, combating fear of immigrants, and urging Americans to think hard about what democracy meant. Other local leaders encouraged Americans to register to vote, fight political corruption, and let the voting public decide how issues should best be addressed (the initiative, the referendum, and the recall). On a national level, progressivism gained a strong voice in the White House when Theodore Roosevelt became president in 1901. TR believed that strong corporations were good for America, but he also believed that corporate behavior must be watched to ensure that corporate greed did not get out of hand (trust-busting and federal regulation of business). Progressivism ended with World War I when the horrors of war exposed people's cruelty and many Americans associated President Woodrow Wilson's use of progressive language ("the war to make the world safe for democracy") with the war.
