Budget Writing Divides House Republicans

WASHINGTON (AP) Divisions among Republicans over a budget deal and a shortfall in tax estimates are complicating the House GOP's efforts to advance a spending plan this spring.

Party leaders insist the GOP-controlled House is moving full speed ahead to approve one, but it has fallen behind schedule amid concerns there will be enough votes to pass it.

"That's our intent," said House Speaker John Boehner, R-Ohio, when asked this month whether GOP leaders would bring a budget to the floor this year.

Doubts exist because Republicans are split by a bipartisan deal from December between the chairman of the House Budget Committee, Rep. Paul Ryan, R-Wis., and his Senate counterpart Patty Murray, D-Wash. The deal set the spending cap for the 2015 budget year at levels higher than those imposed by a budget and debt agreement from 2011.

Sixty-two House Republicans voted against the Ryan-Murray deal, mostly because they favored lower spending. Most would have to change course and vote in favor of the higher numbers that Ryan has signaled he will use. Democrats who supplied the votes required to pass the December deal probably would not back a Ryan-written budget that reprises future cuts to Medicare, Medicaid and other programs.

The Ryan-Murray cap on spending for the budget year that begins Oct. 1 is $18 billion higher than permitted by the 2011 budget deal and the automatic spending cuts it put in place.

There's no real need to do a congressional budget if the spending cap is already set. Under Capitol Hill's arcane budget process, the rest of the budget resolution is mostly nonbinding. But it does provide a vehicle for the majority party to set forth its budget and tax priorities and make promises to voters.

"I'm planning on writing one," said Ryan, the GOP's vice presidential nominee in 2012.

Ryan, however, demurred when asked if it will get a vote in the full House.

House Majority leader Eric Cantor, R-Va., announced Friday in an email to Republicans that the House would vote on Ryan's budget in April and that it would promise to be in balance in 10 years despite starting off with the Ryan-Murray figure for 2015.

The All Progressives Congress (APC) has dared the PDP to urgently make available to the Nigerian public any evidence of the opposition's alleged involvement in the ongoing Boko Haram insurgency or forever shut up

"We have absolutely no hand in this insurgency, and we dare anyone with contrary information to publish such today. It is trite that he who alleges must prove," the party said in a statement issued in Lagos on Friday by its Interim National Publicity Secretary, Alhaji Lai Mohammed.

It said that In the absence of any evidence, Nigerians will have no choice but to conclude that the relentless finger-pointing by the PDP/Presidency is a ploy to divert attention from those who are actually behind this insurgency, those who see it as a trump card to 2015 and those who have been benefitting massively from the huge funds being allocated to security.

APC said the latest accusation by the PDP is being made within the framework of its plan to frame up the opposition and clamp down on its leaders ahead of the 2015 general elections, having realized that it (PDP) cannot possibly win the 2015 elections due to its appalling record of failure.

"Otherwise, how can the PDP-led federal government claim to have 'evidence of meetings held outside the shores of the country' to violently overthrow the government of President Jonathan, and yet refuse to make such evidence public or arrest and try those involved? Or is it only the riotous spokesman of the ruling party who has the evidence?" the party queried.

Nigeria: Be Brave, Visit Yobe, APC Tells Jonathan

The All Progressives Congress (APC) has advised President Goodluck Jonathan, as the father of the nation and commander-in-chief of the armed forces, not to be afraid to visit any part of the country, especially Yobe State which suffered a massive attack by insurgents last month.

In a statement issued in Lagos yesterday by its Interim National Publicity Secretary, Alhaji Lai Mohanmed, the party reminded the President that he had not yet visited Yobe State one month after the dastardly killing of many schoolchildren in the state, to commiserate with the government and the bereaved families.

APC noted that since the president's planned return from his foreign trip on Tuesday coincides with one month of the killings, he take the opportunity of the timing and fly straight to Yobe to sympathise with the victims.

APC reminded the president that since the killings, he has hosted a wasteful centennial celebration, travelled across Nigeria to illegally kick-start his campaign for the 2015 elections and journeyed to Namibia, Italy and The Netherlands, in a needless junketing that belies the massive security problems facing the country.

It said: "Mr President, charity begins at home. You cannot be engaging in photo-ops abroad when your country is burning," he said.

"In this case, President Jonathan's pointed avoidance of Yobe, where the death of innocent school children highlights the senseless nature of the Boko Haram insurgency, is a morale booster of sorts to the cowards who murdered those children.

"If however the President has any reason why he does not want to visit the scene of the gruesome murders to commiserate with the bereaved families, he should tell Nigerians who have continued to wonder why he has been avoiding the state."
