DoT to consult law ministry on Sistema's notice

New Delhi, Feb 29 : The government will consult the law ministry on the notice sent to it by the Russian conglomerate Sistema threatening international arbitration proceedings if the government failed to resolve the issue of revocation of its licences within six months.

"Obviously every party involved, including the government, has the right to look at whatever the legal options are available to them. We do seek the opinion of the law ministry," R. Chandrashekhar, secretary DoT, told reporters at an event here Wednesday.

Sistema, which holds 56.68 percent stake in Sistema Shyam Teleservices (SSTL), has invested $3.1 billion in the country and stands to lose 21 licences following the Supreme Court's verdict earlier this month quashing 122 licences issued in 2008 for 2G spectrum services.

The firm has sent a formal letter through its legal counsel to the Indian government proposing to settle the dispute in an amicable way within six months.

While the letter has been sent to three Indian ministries -- Ministry of External Affairs, Ministry of Finance and Ministry of Communication and Information Technology, a copy of it has also been sent to the Indian Embassy in Moscow.

According to Sistema, under the bilateral investment treaty, the Indian government is obliged to promote and protect foreign investments, including treating the investments in a fair and equitable way.

"We have always maintained that all our investors including Sistema JSFC and Rosimushestvo, the Russian Federal Agency for State Property Management, are being penalized for acting in good faith and in reliance on the appropriateness of the procedures established by Indias telecommunications authorities," Vsevolod Rozanov, president and chief executive officer, SSTL said in a statement Tuesday.

"To protect its business, the company also plans to contest the Supreme court order by filing a review petition within this week before the highest court of the land," he added.

SSTL has over 15 million customers and employs over 3,500 people. (IANS)

Cass County Sheriff sets up Tactical Operations Center

The North Dakota DOT is tonight advising no travel from Fargo to the South Dakota border, and authorities have closed I-29 from Watertown, South Dakota to the North Dakota border. With the storm moving north law enforcement is gearing up for what could be a busy night on the roads.

All of this has provoked the Cass County Sheriff's Office to open up its Tactical Operation's Center here in West Fargo, the very same one that worked 41 straight-days during last year's flood.

Sheriff Paul Laney Cass County: Once the visibility becomes next to nothing and the winds pick up, snow starts coming in, that's when issues will start coming in and rather than chase it, I believe in being in control of it.

The Tactical Operations Center will be staffed with a command officer and a call taker at all times. Both the Cass County Highway Department and the Highway Patrol will have supervisors here. Cass County Deputies will be stationed throughout the county and dispatched as needed.

Sheriff Paul Laney: It allows us to command and control our resources. We know where our people are at, we know where they are at at all times. It just makes things very smooth and very efficient.

Cass County Sheriff Paul Laney says the TOC was set up in less than an hour and will become much busier around 5 a.m. The Center will continue to operate until the storm, and the danger subsides.

Sheriff Laney: Once things ramp down and the roads are clear, we'll flip the light switch off and go back to normal operations.

There will also be Cass County deputies stationed in Casselton so they can reach all parts of the county quickly. Delightful Spring Break destinations dot the Hill Country

Spring Break is right around the corner, and Ive got some great ideas to make it the best Spring Break yet without breaking the bank. How about some fun destinations practically in your own backyard?

First, some great getaways in the Texas Hill Country. Wineries are an obvious choice. There are some wonderful ones to choose from like the many vineyards scattered along US 290. Becker Vineyards (http://goodtaste.tv/2009/06/texas-wine-experience/) and Grape Creek (http://goodtaste.tv/2011/07/leave-your-worries-on-the-road-at-grape-creek-vineyards/) are just a couple of the highlights there as well as the new Mesina Hof tasting room, a second location for those folks whose flagship winery is in Bryan/College Station. These wineries offer beautiful tasting rooms, lots of wine choices and great scenery.

If you want to head further west to the beautiful rolling hills in Comfort, be sure to check out Camp Verde. Its a lovely historical area that just happens to have great food, shopping and scenery! Its the site where camels were once imported to Texas as part of an experiment with our federal government. Jefferson Davis, the US Secretary of War, spearheaded the project starting in 1856.

This spot has a fascinating history and still houses the original US Post Office and General Store that was built there 150 years ago. Now, its a great place to have lunch, shop and just enjoy the beautiful scenery along the river.

Another destination not to miss is the quaint town of Boerne.
