Egypt signs flurry of deals with Libya’s unity government – Reuters

CAIRO, Sept 16 (Reuters) - Egypt and Libya's unity government signed a series of cooperation agreements and several infrastructure contracts on Thursday as Cairo eyes reconstruction opportunities in its oil-rich neighbour.

Though Libya's political prospects remain uncertain, the deals are the latest sign of Egypt's efforts to re-engage with Tripoli after years of siding with east Libya-based forces engaged in a conflict that split the country.

Libya was a major market for Egyptian firms and workers before uprisings in both countries in 2011.

The 14 memorandums of understanding, signed during a visit to Cairo by Libyan Prime Minister Abdulhamid Dbeibah, cover sectors ranging from industry and hydrocarbons to agriculture, communications, and civil aviation, according to a statement from Egypt's Cabinet.

Project contracts signed between the Libyan government and prominent Egyptian companies include a ring road around the Libyan capital Tripoli, another road leading south to Jalu from the eastern town of Ajdabiya, and the construction and supply of two gas plants.

No detail was given on the value of the contracts.

Earlier, Dbeibah met Egyptian President Abdel Fattah al-Sisi, who affirmed Egypt's desire for stability in Libya and offered support to help the country hold national elections planned for the end of the year, according to an Egyptian presidency statement.

On Tuesday, Sisi received Khalifa Haftar, the military commander based in eastern Libya who has been backed by Egypt and the United Arab Emirates but whose campaign to take Tripoli fell apart last year, as well as Agilah Saleh, the head of a parliament based in the east.

Both are seen as potential spoilers of the United Nations-backed plan to hold elections by the end of the year. Sisi called on them as well as Dbeibah to stick to the election timetable, two Egyptian intelligence sources said.

Egypt will face competition over commercial contracts in western Libya from Turkey, a regional rival which intervened militarily to help repel Haftar's forces but is now trying to mend ties with Cairo.

Jn Kubi, Special Representative of the Secretary-General and Head of the UN Support Mission in Libya (UNSMIL) briefed ambassadors on developments ahead of presidential and parliamentary elections due to take place on 24 December.

They were agreed under a political roadmap stemming from the historic October 2020 ceasefire between Libyas rival authorities, and the establishment of a Government of National Unity (GNU) earlier this year.

Libya is at a crossroads where positive or negative outcomes are equally possible, said Mr. Kubi. With the elections there is an opportunity for Libya to movegraduallyand convincingly into a more stable, representative and civilian track.

He reported that the House of Representatives has adopted a law on the presidential election, while legislation for the parliamentary election is being finalized and could be considered and approved within the coming weeks.

Although the High National Election Commission (HNEC) has received the presidential election law, another body, the High State Council, complained that it had been adopted without consultation.

The HNEC chairman has said it will be ready to start implementation once the laws are received, and will do everything possible to meet the 24 December deadline.

Thus, it is for the High National Election Commissionto establish a clear electoral calendar to lead the country to the elections, with support of the international community, for the efforts of the Government of National Unity,all the respective authorities and institutions to deliver as free and fair, inclusive and credible elections as possible under the demanding and challenging conditions and constraints, said Mr. Kubi.

The international community could help create more conducive conditions for this by facilitating the start of a gradual withdrawal of foreign elements from Libya without delay.

The UN envoy also called for countries and regional organizations to provide electoral observers to help ensure the integrity and credibility of the process, as well as acceptance of the results.

He also welcomed progress so far, including in updating the voter registry and the launch of a register for eligible voters outside the country.

So far, more than 2.8 million Libyans have registered to vote, 40 per cent of whom are women. Additionally, more than half a million new voters will also be casting their ballots.

Most of the newly registered are under 30, a clear testament to the young generations eagerness to take part in determining the fate of their country through a democratic process. The Libyan authorities and leaders must not let them down, said Mr. Kubi.

He stressed that the international community also has a responsibility to support the positive developments in Libya, and to stand firm against attempts at derailment.

Not holding the elections could gravely deteriorate the situation in the country, could lead to division and conflict, he warned.I urge the Libyan actors to join forces and ensure inclusive, free, fair parliamentary and presidential elections, which are to be seen as the essential step in further stabilizing and uniting Libya."

Bill tripling Texas’ border security budget and allocating $750 million to wall construction becomes law – The Texas Tribune

Gov. Greg Abbott on Friday signed into law a nearly $2 billion border security funding bill that will nearly triple the amount the state spends on border defense in the next two-year budget cycle.

It is the federal governments job to secure our border but the Biden administration has failed to do its job so Texas is stepping up to do what the federal government is supposed to do, Abbott said as he signed the bill in Fort Worth, surrounded by Lt. Gov. Dan Patrick and State Sen. Jane Nelson, R-Flower Mound, and Rep. Greg Bonnen, R-Friendswood, the bill's authors.

The $1.88 billion spending bill, which passed as House Bill 9, supplements the $1.05 billion the state already allocated to border security in the spring. Democrats have denounced the nearly $3 billion price tag for not including enough performance metrics to measure success.

"Governor Abbotts House Bill 9 throws billions of dollars largely through unfocused, short-term law enforcement efforts at a situation that demands thoughtful, long-term, comprehensive solutions," Rep. Mary Gonzlez, D-El Paso, said in a statement. "As someone who lives within sight of the international border, I know that security is determined by many factors. While law enforcement is certainly one, the governors bill fails to confront the dire need for humanitarian assistance for migrants many of whom are children and families trying to escape death, assault, and enslavement. As long as refugees are piling up on either side of the border, the security situation can't be resolved."

But Abbott, a two-term Republican who is seeking reelection next year, has made border security and a plan to erect a wall his central focus this year as he has blamed President Joe Bidens administration for the increase of migrants this year.

Before signing the border security funding bill, Abbott said Bidens policies have opened the floodgates to illegal immigration, crime, human trafficking and drug smuggling. He said he was signing the bill in Fort Worth because those problems which begin on the border eventually make their way to communities across Texas and the country.

On Thursday, Abbott butted heads with the federal government over thousands of migrants mostly from Haiti waiting to enter the country under an international bridge in Del Rio.

U.S. Customs and Border Protection agents have encountered more than 1.4 million immigrants at the Mexican border this year, of which more than 212,000 happened in July the most immigrants encountered in a single month in two decades.

Importantly, the number of repeat crossers officials encountered was as high as 34% in June.

Patrick, who leads the Senate, repeated a call he made on Fox News Thursday night for Republican-led states to tell Biden they were being "invaded" by invoking Article IV, Section 4 of the Constitution. That section guarantees states protection from invasion.

He said the Biden administration's actions were leading Texas to "los[e] control of our border, and our state and our country."

Federal officials have acknowledged the challenge at the border because of what they call an unprecedented number of migrants. But the large numbers of migrants has rankled Republican governors, like Abbott.

In June, Abbott declared a disaster in more than 30 Texas counties because of the increased number of migrants crossing the border. He also said the state would pay for a wall along the Mexican border, reigniting an issue pushed by former President Donald Trump.

About $750 million of the border security funding bill will go toward the construction of the planned border barrier. That could include temporary chain fences as well as concrete barriers. That sum is in addition to $250 million the state already committed this summer as a down payment for the wall.

Abbotts office has said it identified 733 miles of border that may need some type of barrier. The cost for erecting the barrier is likely to exceed the $1 billion currently allocated but Abbotts office said it was an appropriate place to start.

The governor has also started his own crowdfunding site where private donors can contribute to the walls construction. As of Sept. 15, the site had raised $54 million.

The bill will also repay the Texas Department of Criminal Justice for $250 million state lawmakers took out of its budget in June to pay for the border wall down payment. It will also include money for the department to convert three state detention centers into jails that will hold people swept up in the states push to arrest migrants for state criminal offenses.

The Texas Military Department will receive $311 million to pay for the deployment of 1,800 additional Texas National Guard soldiers to the border, bringing the number of soldiers sent to the border to 2,500. The Texas Military Department is also taking the lead on construction of temporary fencing.

The Department of Public Safety will receive $154.8 million to provide for 79 special operations troopers to be deployed to the border and 52 weeks of overtime pay for border operations.

The bill also includes money for the Texas Commission on Jail Standards and the Department of State Health Services to ensure standards in state prisons that are being converted to jails to house migrants and to provide funding for ambulance contracts needed for the border security efforts.

Hundreds of migrants risk lives crossing Darien Gap on trek to US – New York Post

As thousands of illegal migrants wait along the southern border of Texas to be processed into the United States, hundreds more are risking their lives crossing through the Darien Gap to eventually seek asylum in the US.

A group of roughly 500 migrants are trekking through the jungle for six days in order to cross from Columbia to Panama, according to the Associated Press. Along their journey, they will face bandits, dangerous animals and hazardous rivers.

Photos of the migrants preparing to enter the jungle show dozens carrying food, water, children, blankets and other provisions through waist high rivers and valleys.

For the journey, two migrants are carrying 20 liters of water, which cost them $20.

The migrants crossing through the Darien Gap are mostly Haitian who have been living in South America. Visa requirements and the coronavirus pandemic have made it extremely difficult for them to fly directly to the US, Mexico or Panama, leaving many to rely on trekking through the jungle.

The jungle is very tough, we just walk without a precise idea of where were headed, Davidson Lafleur, a 24-year-old Haitian, told the Associated Press.

Lafleur is just one of hundreds of migrants looking to travel to the US with his family after living in South America the past three years. As he is traveling with his wife and 11-month old daughter, Lafleur reportedly paid someone $120 to carry his bags to the Panama border.

While trekking through the jungle, the migrants are faced with the decision to leave behind belongings to carry less weight throughout the strenuous journey. Some groups have had to turn back after migrants suffering from different ailments faint or run out of their medication.

Migrants have reported getting foot funguses, gastrointestinal problems and respiratory infections throughout the journey. Women have allegedly given birth while on the trek and children have reportedly died.

Other humans pose an extremely dangerous threat to the migrants. Earlier this year, nearly 100 women were sexually assaulted by bandits while trekking through the jungle. The trails, which are often used to traffic drugs, are also controlled by armed groups.

Fear is always with us, Lafleur said. But we have no choice but to keep on going.

Local guides helping migrants through the jungle face additional dangers, as some who spoke with the Associated Press decline to give their names to avoid being prosecuted for human trafficking.

Immigration officials in Panama have reported record numbers of migrants crossing the Darien Gap, saying at least 70,000 people have made the trek in 2021. To curb the growing numbers, Colombia and Panama agreed to limit the number of people crossing through the jungle each day. The limit however has created a bottleneck for immigrants looking to get to the jungle from Colombia in the first place.

If the hundreds of traveling migrants can make it to the US, they face the problem of processing with the US border patrol.

As of Thursday, over 10,000 migrants were waiting underneath the Del Rio International Bridge to be processed into the United States, while 2,000 to 3,000 are in detention at any given moment, according to Del Rio Mayor Bruno Lozano
