Executive Order 14028 | Improving the Nation’s Cybersecurity … – MeriTalk

In recent years, Federal Agencies have been challenged by a growing list of adversaries operating in an increasingly complex cyber threat landscape. At the same time, Agencies have been diligently modernizing their information technology (IT) environments to accommodate evolutionary cloud technology trends and a more mobile and remote workforce. These dynamics have combined to create a complex and seemingly insurmountable challenge in securing and protecting the systems, infrastructure, data, information, and personnel representing our nations most critical and sensitive assets.

In the cybersecurity domain, Agencies are facing a myriad of limitations and constraints across both business and technical challenges. Effectively securing mission critical assets is paramount against a landscape of constrained funding, talent shortages, cyber skills gaps, and an overwhelming regulatory and compliance framework. The fast pace of technology evolution and urgent demands for decisive advantage in the cybersecurity domain to combat determined adversaries has resulted in complex operational IT environments with disjointed and siloed security architectures. In many Agencies, security teams are flooded with data, alerts, and indicators without the ability to properly analyze, make sense of, and act upon the insights and information available to them. Un-protected attach surfaces, security blindspots, and exposed vulnerabilities remain throughout the environment and are prime targets for malicious actors. Deployments of common, baseline solutions with manual analysis and process workflows have not proven effective against todays adversaries.

While the cyber threat landscape continues to outpace defenses, federal IT and OT environments are also going through evolutionary change. Recognizing the performance, innovation, speed, and scale advantages of cloud platforms and solutions, Agencies are actively moving more sensitive and critical applications, data, and information to cloud environments. With a more mobile and remote workforce, Agencies have had to rethink and re-architect their IT capabilities to deliver more distributed capabilities resulting in a broadening of attack surfaces and increase in risks across the IT estate. The architectural changes occurring across the federal IT and OT landscape demand equally evolutionary change to the security and protections deployed to secure our federal assets and information.

The current geopolitical environment, with multiple overseas conflicts that threaten US interests on the world stage, pits the United States against technology advanced nations and demonstrates for the first time in history the importance of cybersecurity and technology capabilities and dominance.

To address these challenges, the Presidents Executive Order on Cybersecurity (EO14028) seeks to drive urgent and immediate change throughout federal government to modernize and improve the security posture of the nations IT infrastructure, foster robust threat and information sharing, enhance visibility of vulnerabilities and exposures, and improve investigative capabilities to automatically protect, detect, and respond to malicious activities, incidents, and events. To support this order, current OMB Memorandums (M-21-31) are directing agencies through a maturity model aimed at not just collecting and storing log data for visibility, but also evolving and applying AI/ML and Behavior Analytic capabilities to enable orchestrated, automated, and comprehensive protective response actions. The Event Logging 3 Tier, at an advanced level, provides for the rapid and effective detection, investigation, and remediation of cyber threats as decisive actions against modern adversary tactics, techniques, and procedures (TTPs).

Binance pulls out of Canada amid new crypto regulations – Reuters

May 12 (Reuters) - Binance said on Friday it was withdrawing from Canada, weeks after the country issued a series of new guidelines for cryptocurrency exchanges including investor limits and mandatory registrations.

Canada has tightened regulations for crypto asset trading platforms in recent months, with the introduction of a pre-registration process. The companies that do not adhere to the rules will face potential enforcement action, according to the website of the Ontario Securities Commission.

"Unfortunately, (the) new guidance related to stablecoins and investor limits provided to crypto exchanges makes the Canada market no longer tenable for Binance at this time," crypto exchange Binance said in a tweet.

Binance said it does not agree with the latest guidance and hopes to engage with the Canadian regulators to create a comprehensive framework for crypto operations in the country.

"We are confident that we will someday return to the market when Canadian users once again have the freedom to access a broader suite of digital assets," said the crypto exchange, founded by Canadian national Changpeng Zhao.

The digital assets industry has been in the crosshairs of regulators around the world, especially since the collapse of Binance-rival FTX in November, which triggered a market rout in the prices of the biggest digital coins.

Following the onset of the crypto winter of 2022, which wiped out more than a trillion dollars from the industry's market value, lawmakers and securities regulators demanded tighter guidelines for disclosures on how the crypto companies operate and hold customer funds.

In March, Binance and its CEO Zhao were sued by the U.S. Commodity Futures Trading Commission for operating what the regulator alleged was an "illegal" exchange and a "sham" compliance program.

Yu-Gi-Oh!’s Cyberstorm Access Finally Expands the Firewall Series … – CBR – Comic Book Resources

May 2023's Yu-Gi-Oh! TCG booster pack is Cyberstorm Access. It adds many interesting and powerful new cards to the game, including support for past archetypes, two brand-new archetypes, and various Spell and Trap cards for players to add to their decks or collections.

Yu-Gi-Oh!: Cyberstorm Access is particularly notable for its cover card, Firewall Dragon Singularity. This is a new member of the Firewall series, primarily known for its infamous debut member, its relation to the larger Cyberse monster type, and its usage by the main character Playmaker in the Yu-Gi-Oh! VRAINS anime series. The Firewall series also receives new support in the booster pack, finally upgrading it from a series into a full-fledged Yu-Gi-Oh! archetype.

RELATED: Why Yu-Gi-Oh!'s Traditional Format Is Perfect for New and Returning Players

Yu-Gi-Oh!'s Link Monsters arrived in 2017. These powerful Yu-Gi-Oh! monsters are blue Extra Deck monsters with a Link Rating based on how many Link Arrows they have, instead of a Level, Rank or Defense Points. Link Monsters can only be Link Summoned using a specific number of monsters as Link Material.

When they were first introduced, Link Monsters' Link Arrows that point to other Monster Zones on the field allowed players to summon additional Extra Deck monsters to the corresponding Monster Zones. As of Master Rule 6, Link Arrows usually matter when effects specifically mention them, but Link Monsters still can only be Link Summoned to the Extra Deck Monster Zones or the Main Monster Zones that Link Arrows of other Link Monsters point to.

Firewall Dragon is a notorious Link Monster that was on Yu-Gi-Oh!'s Forbidden list from December 2018 until April 2021 after some effect changes. Firewall Dragon's first effect allows players to target monsters on the field and in the Graveyard, up to the number of co-linked monsters, and return them to their hand. Players can use this ability once while Firewall Dragon is face-up on the field. Firewall Dragon's second effect was initially far more powerful than it is now -- the original effect allowed players to Special Summon any one monster from their hand if Firewall Dragon's arrows point a monster destroyed in battle or sent to the Graveyard.

Firewall Dragon's original effects enabled devastating board clears and Special Summoning combos combined with other card effects, especially the Link Monsters of the time. The card was so broken that Konami changed its second ability to only work with one Cyberse-type monster, as well as limiting both effects to once per turn.

RELATED: These Yu-Gi-Oh! Decks Are Crushing the Meta

Firewall Dragon was overpowered for a while, but this didn't stop Konami from adding new Firewall monsters to future Yu-Gi-Oh! booster packs. The first one added wasn't a Link Monster; instead, Konami added the Rank 4 Xyz Monster, Firewall eXceed Dragon, from 2019's Dark Neostorm booster pack. More Firewall Link Monsters appeared after Firewall eXceed Dragon, including Firewall Darkfluid Dragon from 2019's Chaos Impact booster pack and Firewall Darkfluid Dragon - Neo Tempest Terahertz from 2023's Maze of Memories booster pack.

Unlike the original version of Firewall Dragon, its successors didn't have absurdly powerful effects that needed nerfing. Some of their effects support Cyberse-type monsters in some way, while their other effects are relatively standard for their time of release. Unfortunately, as a result, they are also much less notable than their predecessor.

RELATED: Yu-Gi-Oh!'s Egyptian Gods Are the Most Iconic TCG Cards Ever Printed

Like past Yu-Gi-Oh! booster packs, Cyberstorm Access not only adds another Firewall Link Monster to the TCG with Firewall Dragon Singularity, but it also gives the series its first support, expanding it from a series of Cyberse-type monsters into its own archetype. It's not yet enough for a Firewall-specific deck, but the cards synergize well with other Cyberse-type monsters.

Firewall support in CyberStorm Access includes two Effect Monsters, Firewall Defenser and Firewall Phantom, as well as the Cynet Circuit Trap card. There's also the Cynet Rollback Spell card, which doesn't support Firewall monsters specifically, but instead serves as generic support for all Cyberse-type monsters.

RELATED: Why Yu-Gi-Oh! Could Be 2023's Best TCG

It took five years for Konami to expand the Firewall series into a proper Yu-Gi-Oh! archetype, but it doesn't necessarily mean there'll be another five years before more support arrives. However, fans of the archetype should be wary that due to the frequency of Yu-Gi-Oh! TCG set releases and the sheer number of cards, it will likely be some time before players get to experiment with new Firewall cards.

Although the Firewall archetype is newer than others, most archetypes receive support occasionally -- and with Yu-Gi-Oh! going strong for 25 years, the game features an astonishing number of archetypes overall. However, given the Firewall archetype's connection to a Yu-Gi-Oh! anime protagonist, it's more likely than other archetypes to receive future support. It will be interesting to see how the Firewall archetype evolves in the years to come.

Drop in Binance’s Crypto Dominance Boosts Rival Exchanges Huobi and OKX – Yahoo Finance

(Bloomberg) -- Crypto exchanges Huobi and OKX benefited after rival Binance curbed a zero-fee promotion and shed market share in the spot trading of digital assets, according to data from research company Kaiko.

Most Read from Bloomberg

Binances share of spot-trading volumes fell to 51% by May 6 from 73% just before the popular promotion was mostly scrapped on March 22. Huobis hit 10% from 2% and OKXs 9% from 5%. South Korean platforms also saw their share increase, to almost 14% from a little under 8%, the Kaiko figures show.

The shakeup could pose another challenge for Binances founder Changpeng Zhao. His business faces intensifying regulatory heat, particularly in the US.

The US crackdown has led to users worrying about the safety of their funds and thats the reason they are diversifying into other centralized exchanges, said Cici Lu, founder of Venn Link Partners, a blockchain adviser.

Zhao has repeatedly taken to Twitter to say customer funds are safe. Trust in the digital-asset sector is low after last years crypto rout and FTXs blowup.

A Binance spokesperson said the drop in market share isnt as great as some of their modeling had projected, adding our primary objective right now is to mature our existing products and services and continue investing in our compliance processes to prepare for a new era of regulatory certainty.

While cryptoassets have made a partial recovery in 2023 from a $2 trillion rout, volumes and liquidity remain depressed after investors fled the sector.
