Investors are scared to death of stocks and equity ETFs by extension on the lingering Eurozone debt crisis and fallout from the subprime meltdown. However, history shows the best times to buy are when investors finally throw in the towel and a bear market ends.
Its understandable why individual investors are afraid of the market. They have suffered through the dot-com crash and the global financial crisis within a decade. U.S. stocks have gone nowhere in 10 years.
On Main Street these days, investing in the stock market is about as popular as watching a scary movie on a 12-inch black-and-white TV, writes Adam Shell for USA Today. Stocks remain out of fashion even though the stock market has risen more than 100% since the bear market ended three years ago. Its up 25% since October and 9% this year, Shell wrote. Investors have been burned in the latest decade, beginning with the dot-com bubble blow, the 2007-2009 sub-prime mortgage meltdown and the so-called flash crash, reports Barry Ritholtz for Ritholtz. More investors sit on the sidelines now, afraid to dip back into the market.

Investors have suffered a traumatic shock that has caused severe psychological damage and made them more risk-averse, Carmine Grigoli, chief investment strategist at Mizuho Securities USA, said.
The scar tissue is still so fresh, said Mark Luschini, chief investment strategist at Janney Montgomery Scott, in the USA Today story. If individual investors are not pulling out of stocks outright, they continue to reduce risk by lightening up.
Look at whats happened this year: The Standard & Poors 500-stock index is up 102.4% since it hit bottom in March 2009. The broader Wilshire 5000 index is up 109.6%, or $9 trillion, reports Adam Shell. And recently, some of the most influential Wall Street investors have mentioned that given a choice between bonds or stocks, equities are still the way to go. CITY OF SAN FERNANDO -- The delegates in the 45th Meeting of the Board of Governors of Asian Development Bank (ADB) experienced fun in the province, said Department of Tourism (DOT) Central Luzon director Ronnie Tiotuico.
The 45th Meeting of the Board of Governors of Asian Development Bank (ADB) at the PICC (Philippine International Convention Center) which was attended by some 5,000 delegates from 67 member countries ended on May 5 with a More Fun sightseeing and experiential tour of the sights and sites of Pampanga, Tiotuico said.

Tiotuico said some 22 delegates and their companions were treated to a fun-filled day of creating awareness about what the province of Pampanga offers in the realm of travel and tourism, history, culinary arts, and trade and industry.
A few hours before the visitors arrived in Pampanga, some 50 policemen were already dispatched in strategic areas leading to the towns of Bacolor and Guagua.
Members of the Sinukwan Performing Arts showed the ADB delegates some of the native dances.
DOT personnel greeted the guests with sampaguita leis courtesy of the provincial tourism office, Tiotuico said.
A visit to the San Guillermo Church in the historic town of Bacolor awed delegates as they discovered how some 67,000 Bacoloreos struggled to overcome the challenges of Mt. Pinatubos eruption in 1991.
Delegates were amazed by the community effort, as explained by Vice Mayor Atty. Jun Canlas, in rebuilding their half-buried church to become the site of frequent visitation from local and foreign tourists including the peoples unwavering campaign to start up its social development through the conduct of the Makatapak Festival (barefoot festival) now well organized more than 20 years after the volcanic eruption, Tiotuico said.

ADB delegates take ‘fun’ Pampanga tour
Supporters of the activist lawyer have kept the torch burning for his release using Internet memes: online pieces of content that spread their message without rousing China's infamous censors.
Chen Guangchengs escape from house arrest has caught the attention of Chinas vast Internet community, despite his name being blocked by the Great Firewall of China, the nations Internet censors. The vehicle that sidesteps the censorship? The Internet meme.
Internet meme is a term that defies easy definition. Generally speaking, it is an idea or concept that rapidly spreads through the Internets population, often fueled by a kind of ironic humor. From lolcats cat pictures juxtaposed with misspelled text to Rickrolling, hundreds of memes exist, with more being created daily by the denizens of the Internet. Indeed, an entire website has been devoted to documenting individual memes rise and fall.
But the Western English-speaking world does not hold a monopoly on Internet memes; every online sphere has its own collection of memes, including China. And some memes have an added function in Chinas heavily censored Internet: vehicle for political critique. Design strategist and meme researcher An Xiao Mina, speaking this past weekend at ROFLcon, a convention about Internet memes at MIT in Cambridge, Mass., called them the street art of the social web.
Overt political criticism remains out-of-bounds for most online Chinese, as automated Internet filtering and alert human censors work to purge sensitive references. But memes allow Chinese Web users to express themselves by using a kind of guerrilla activism avoiding the keywords that flag the automated filters and disguising political messages such that human censors cannot distinguish them from the overwhelming volume of innocuous online speech.
Take Chens captivity and subsequent escape, which have been inspiration for a number of Chinese memes. One of the simplest is the Dark Glasses Portrait, a phenomenon started in China, where Chen supporters take pictures of themselves wearing sunglasses in reference to the blind activists eyewear. In isolation, each photo does not trip the sensors of the Great Firewall the photos are simply photos, the sunglasses simply sunglasses. But in the aggregate, the hundreds of photos send a loud message.
Other memes are more complex, using visual codes, parodies, and satire. An artist supporter of Chen created a satirical KFC ad, featuring a cartoon version of Chen in place of the Colonel, and the slogan Free CGC. The similarity to KFC ads, which can be found all over China, provides a loose disguise, enabling Chens supporters to post the image say, as a bumper sticker despite its political message.
