San Francisco may shift its mayoral elections to line up with presidential races. Is that good for progressives or moderates? – San Francisco…

Mayor London Breed has come out against a San Francisco ballot measure that would change the timing of mayoral elections, saying it would help the progressives whove put it on the ballot and needs more public input before it goes to voters.

But a Chronicle analysis of San Francisco election data found that while the measure would probably boost overall voter turnout, areas that are more moderate and therefore more likely to back Breed could actually see the biggest increases. Moreover, neighborhoods with higher support for Breed in her most competitive election in 2018 may have larger increases in turnout.

In the upcoming Nov. 8 election, voters will face Measure H, which its backers say is an effort to boost turnout by moving mayoral elections, currently held in odd-numbered years, to coincide with presidential elections in even-numbered ones.

Supporters of the proposition call it a crucial voting rights measure that aligns with the citys progressive policies. Leading the group is Supervisor Dean Preston, who proposed the measure and is considered the citys most progressive supervisor, according to a previous Chronicle analysis of roll call votes.

Breed opposes the initiative, saying a robust public input process is needed before putting it on the ballot. Breed went even further on KCBS Radio. telling the station that the measure was being pushed by Preston and a group of democratic socialists who want to have more control and power of being able to get more of their people elected. Breed is generally considered a moderate among San Francisco politicians.

The city currently has three major elections presidential, gubernatorial and mayoral that operate on different four-year cycles. Mayoral elections, which include contests for other city officials like district attorney, city attorney and sheriff, happen in November of odd-numbered years. The next one is scheduled for 2023 or 2024 if the measure passes in November. Gubernatorial races coincide with federal midterm elections, which happen two years after every presidential election; the next gubernatorial election is coming up in November. Between these major elections are municipal races for other local offices and special elections, like recalls and runoffs.

S.F. voter turnout is typically highest in presidential elections. Since 1995, average turnout in presidential races was 75%, compared with 59% for governor and 44% for mayoral and primary elections. Other special races have even fewer voters, with an average of just 30%.

Results from the most recent elections show the greatest differences between mayoral and presidential turnout. While 42% of San Francisco voters cast ballots in the 2019 mayoral election, 86% did in the 2020 presidential race.

The gap, however, is probably narrower, as some voters leave questions regarding local races blank on presidential ballots. In 2020, an average of 37,000 voters left the 13 city propositions unmarked, bringing the actual voting rate on local races down to 79%.

Still, the difference in turnout from 2019 to 2020 is almost 40 percentage points, and moving mayoral elections to the presidential cycle could nearly double voter turnout.

After Los Angeles moved local races from odd years to even years, it found a significant boost in turnout across the city. According to research from California Common Cause, the city saw four times more ballots cast in city races in 2020 compared with the previous local race in 2015.

To understand the political implications of this change, The Chronicle compared neighborhood-level turnout with the progressivity of each area. To do this, we used the Progressive Voter Index (PVI), which uses an areas voting history on different ballot measures to score it from most to least progressive by San Francisco standards. Each area gets a score ranging from 0 to 100, with a higher score indicating more progressive voting records.

We found that neighborhoods with low PVI scores (i.e. less progressive voting behavior) are more likely than high-PVI areas to have higher turnout in presidential than mayoral elections.

Take, for instance, the Marina and Pacific Heights area, which has a relatively low PVI of 42. In the last two mayoral elections, the average turnout there was 40%, compared to 89% in the previous two presidential elections. Thats a 49-percentage-point difference, the largest gap among 26 San Francisco neighborhoods, as defined by the San Francisco Department of Elections.

In contrast, the north Bernal Heights area the highest-PVI-scoring neighborhood, at 91 saw a 36-percentage-point difference in turnout between the most recent presidential and mayoral elections.

Moreover, the population in low-PVI neighborhoods is much larger than in high-PVI areas. In other words, switching the timing of mayoral races in which the dynamics between progressives and moderates are more pronounced could shift the progressivity of the electorate more to the right than in past municipal elections.

Its important to note that we dont know whether the progressivity of this group of voters those who vote in presidential but not mayoral elections reflects the PVI of their neighborhood. Its possible that they hold significantly different viewpoints from those in the area who regularly voted in past elections.

According to Supervisor Preston, the measure is not meant to favor one side over the other. Nonpartisan groups, like California Common Cause, the League of Women Voters and Advancing Justice-Asian Law Caucus, led the initiative to gather support for the measure.

Its not about picking winners, its about making sure the most San Franciscans have a meaningful voice in choosing the citys most powerful elected leaders. Its about strengthening our local Democracy, Preston wrote in an email to The Chronicle.

The measure, in fact, received support from supervisors who typically disagree politically. Among the seven supervisors who voted to put the measure on the ballot were Supervisor Catherine Stefani, Ahsha Safa and Myrna Melgar, who are among the least progressive board members and typically do not vote in agreement with Preston on contentious issues.

According to political strategist Ruth Bernstein from EMC Research Inc., we can expect other changes in voter demographics. Compared to low-turnout elections, voters in high-turnout races tend to be younger, more diverse and generally look more like the overall city demographic.

When you have 80 to 85% turnout, its going to look like the full demographic of the voting population or community, Bernstein said.

What might the scheduling change mean specifically for Breed and her reelection chances in 2024? We compared the turnout difference from recent elections with results from Breeds 2018 win over Mark Leno and Jane Kim. The citywide results from ranked-choice voting show over a third of voters chose Breed as their first choice, compared to 24% each for Leno and Kim.

The neighborhood-level data shows that areas with more first-choice votes for Breed in 2018 are associated with greater increases in turnout between presidential and mayoral elections.

When the ballot measure was introduced to the Board of Supervisors, Mayor Breed voiced objections, saying not enough public opinion had been gathered to understand the effects of the change. She pointed to the public input process that Los Angeles and San Jose two cities that made similar election changes went through to gather feedback about how to improve turnout before putting something on the ballot.

A poll from David Binder Research found that 43% of likely voters would vote in favor of the measure, while 15% were against it and 41% were undecided. The poll surveyed 600 likely Nov. 2022 voters in San Francisco from May 31 to June 5, 2022.

The supervisors who opposed putting the measure on the ballot voiced concerns around reducing the number of elections and the specific timing of Prestons proposal. When asked about other potentially negative effects, Bernstein said it may be harder for local candidates to get their messaging across to voters because of the many federal and statewide ballot items, which typically get more attention. This is evident when looking at the campaign finance totals going to statewide propositions compared to city measures in the upcoming November election.

When you vote in presidential elections, there are a lot of things on the ballot, like the presidential race, statewide measures and other offices, Bernstein said. It can be harder for local candidates to break through in communications because theres a lot more going on.

Twitter Progressives Launch Campaign to Smear Marjorie … – RedState

Just after writing a piece about how self-unaware progressives are still doubling down on the everyone I dont like is a Nazi strategy, I logged on to Twitter to see whats going on. When I went to the trending section, I saw that #MarjorieNaziGreene was on the list, with about 9,000 tweets of this hashtag.

It appears the trend was started by progressive writer and TDS-sufferer Tara Dublin, who frequently engages in this type of stupidity. On Thursday, she started her campaign, tweeting incessantly about Rep. Marjorie Taylor Greene (R-GA) using the hashtag. A slew of lefties joined in, signaling their virtue by pretending Greene is down with Der Fhrer. In one post, she wrote:

We got #MarjorieNaziGreene trending! #ThisJew couldnt be more proud of all of you @RepMTG

Here are some other tweets from other leftist weirdos using the hashtags:

Dublin has posted so many obsessive tweets with the hashtag since Thursday that I cant even count them all. This level of fixation should make one worry about her mental stability.

The writer hurled all kinds of invectives at Greene, calling her a Nazi Gun Groomer pedo sympathizer, a seditious Nazi, along with a bunch of other unoriginal names in other unhinged tweets. But it was this tweet that encapsulated what Dublin is doing here. She wrote: #ThisJew always fights Nazis like #MarjorieNaziGreene

This is the type of virtue signaling that these folks do to make it appear as if they care about racism, sexism, and all the other types of bigotry they want us to believe they are fighting. Its their way of saying Hey, look at me! Im a good ally! Lets save black and brown people from Nazis!

But what they dont realize is that this type of silliness only works on people who already believe what they believe. Dublin and her ilk arent persuading anyone in the middle with this display she is only appealing to people like herself.

In fact, calling everyone Nazis has become off-putting and ineffective. Nobody actually believes Greene is a Nazi including Dublin herself. Progressives just like to exploit the Nazis and their atrocities to score cheap political points. It doesnt matter to them if they are demeaning the severity of the Holocaust just to attack people who disagree with them politically. To them, Hitler, Nazis, and Fascism are just another political weapon to be wielded against their opponents, nothing more, nothing less.

But hey, if they want to push more people away from their cause, who are we to stop them?

Progressives hail Biden for action on student loans – The Hill

Progressives are praising President Bidens plan on student loans, arguing the move to provide $20,000 in relief to Pell Grant recipients in particular is a real step toward helping the most needy deal with crippling college debt.

Biden is canceling up to $10,000 in debt for single people making less than $125,000 annually in addition to the $20,000 in relieffor those who received theneed-based program.

Theextrarelief for the Pell Grant group was somewhat of a surprise that sweetened the pot for liberals, who had been calling for as much as $50,000 in debt forgiveness per borrower.

Todays announcement marks a historic moment in the long fight to end the student debt crisis, said Natalia Abrams, president of the Student Debt Crisis Center. Broad-based student debt cancellation will free millions of Americans to invest in their futures, support their families, and contribute to their communities and the economy.

Today is a day of joy and relief, Sen. Elizabeth Warren (D-Mass.) tweeted after the announcement.

She had introduced the idea of loan forgiveness during the 2020 presidential campaign and got Senate Majority Leader Charles Schumer (D-N.Y.) on her side to convince administration officials to take the issue seriously. Schumer was on the phone discussing details with the White House up until the final decision.

Left-wing lawmakers and activists see the move as a positive, necessary step of action before the midterms. By forgiving large portions of Americans loans, Biden moved closer to becoming the progressive leader that he promised to voters, they said, following through on a campaign pledge.

Bidens sweeping planunveiledofficially on Wednesday is the largest forgiveness of federal student loans per person yet. Heeding calls from progressives, he also extended the ongoing federal loan payment freeze and interest accrual until the last day of the year.

The White House announced that borrowerswith existingundergraduate loans can cap repayment at 5 percent of their monthly income. Under his policy, current students with loans are eligible for this debt relief and dependent students will be allowed relief based on their parents income.

Biden still didnt go as far as some wished, but the complaints were relatively mutedjust before the official rollout.

While this isnt everything that advocates have called for, I think that many of them will recognize the immense difference that this is going to make in the lives of millions, said one Democratic aide close to the issue.

If all eligible borrowers take advantage of the policy, 43 million people will benefit. Of those, 20 million will have their debt completely wiped out, according to an estimate released by the White House.

The Department of Education also announced forthcoming changes to its existing Public Service Loan Forgiveness program, which allows certain public servants to receive additional assistance, on top of other smaller-scale measures.

Some did lament that Biden did not go further than $10,000.

Its a small, small addition, said Angelo Greco, a progressive campaign strategist. I just dont see how anyone who has been pushing for at least $50,000 and citing all the racial equity stats as motivation to do it can be thrilled about something that scratches the surface of a systemic crisis.

Abrams, of the Student Debt Crisis Center, said that while the announcement is a major win for many, the ceiling will leave others stillcrushedby debt.

We think roughly 20 million people will be debt free,said Thomas Gokey, an organizer with the Debt Collective.For many others this will do very little. We have more work to do.

The NAACP, which had been pressing for more relief than $10,000, said the proposal took the nation closer to alleviating the burden of student debt.

Weve got a ways to go, but the NAACP is proud that we were able to push President Biden to exceed $10,000, bringing us closer to $50,000 and beyond, NAACP President Derrick Johnson said. Monthly payments wont resume until 2023 and will be more manageable for many borrowers.

Republicans are attacking the move as adding to inflation, and some centrist Democrats have shared those concerns.

Rep. Chris Pappas (D-N.H.), who is up for reelection in the fall, bashed the president, saying the plan bypassed lawmakers. He also aired concerns that it will add to the deficit, a talking point echoed by some moderates in recent days.

This announcement by President Biden is no way to make policy and sidesteps Congress and our oversight and fiscal responsibilities, Pappas said. Any plan to address student debt should go through the legislative process, and it should be more targeted and paid for so it doesnt add to the deficit.

Still, on the left, even those who previously quibbled with certain elements considered the announcement a big deal.

Melissa Byrne, a prominent loan forgiveness activist and executive director of We the 45 Million, said Biden made use of his full executive authority.

President Biden indeed made hope and history rhyme by using the power of his pen to cancel student loan debt, said Byrne.

The National Education Association, a labor union, noted that including even more relief for Pell Grant recipients will go a long way.

The additional relief for Pell Grant recipients ensures equity, and that the borrowers with the greatest need are not left behind, said NEA President Becky Pringle. This will have a positive impact on Americas educators and the students they serve. This is an encouraging step toward achieving the goal of broad student loan cancellation of at least $50,000 per borrower without means testing.

For all the enthusiasm among many Democrats, recent polling indicates the issue is decisive. Thirty-four percent of respondents to a newCNBC pollsay only those in need should have debt forgiven, while 32 percent say all of those with student loan debt should have it forgiven. Thirty percent say no debt should be forgiven.

The move also adds to a run of policy success for liberals, whohad ralliedaround the recent climate, tax and health care bill signed into law by Biden. While it did not come close to meeting their initial goals, it still represented the biggest step even taken legislatively in the fight against climate change.

Progressives now want to make gains on other issues notably voting rights.

I think student forgiveness is great. Good folks will save money. It will sow the idea that government is a place where things can get done, said Michael Ceraso, a Democratic strategist and campaign veteran.

But if you want to expand the electorate, you fight for voting rights. Period, he said. Student loan forgiveness doesnt elicit the same response. Its a static move that wont make any ripples. But combine it with voting rights? And Biden becomes the president everyone wanted in 2020.

In press release issued on 16 August, Coalition of Progressives urges the president to ensure measures are taken to stabilise prices of essential commodities.

Coalition of Progressives also urges the government to establish an independent investigation task force to look into the illegal opening of the special security account.

They also urged the government to publish the report of the joint task force which was set to investigate the burning of the Ministry of Fisheries and Water Resources in 2020 and also act on the recent national audit report of the Banjul rehabilitation project by handing over the report to the Inspector General of Police to open investigation and possible prosecution of perpetrators.

They also called on the National Assembly to prioritise the Anti-Corruption Bill and pass in to law before November 2022.

They noted if these demands are not addressed before November 2022, they promise to stage a decentralised protest in the country.

The release notes that the President is focusing on his political future than addressing the situation of Gambians.

In this regard we are absolutely determined to hold our government to account and to promote a culture of honesty, integrity and sincerity in our public offices. We stand against government greed, selfishness, patronage, corruption and dishonesty.
