Rep. DeBoyer rips House Democrats for discarding measure that protects state from countries of concern

An effort from state Rep. Jay DeBoyer to protect both state and national security interests, respect taxpayer dollars and provide clarity in how transformational economic opportunities are pursued by the state today was rejected by House Democrats.

DeBoyer offered an amendment to the Department of Labor and Economic Opportunity (LEO) budget plan that would enhance fiscal responsibility through robust reporting requirements and clear benchmarks when money in the State Opportunities and Accountability Reserve (SOAR) fund is set to be channeled towards entities associated with countries of concern as designated by the U.S. Department of State.

DeBoyer underscored the Gotion project, which received hundreds of millions of dollars in state funding and grants, as a prime example on why the amendment is needed. The companys planned electric vehicle battery plant near Big Rapids is less than 90 miles from Camp Grayling, the U.S.s largest National Guard training facility, and only five miles from the Big Rapids National Guard Armory. Gotion was founded in China in 2006 and remains one-third Chinese-owned. Zhen Li, chairman and CEO of Gotion, is a member of the Chinese Peoples Political Consultative Conference National Committee a high-ranking advisory body to the Chinese Communist Party.

This situation lays out clearly the importance of safeguarding public funds and maintaining the publics trust in the process, said DeBoyer, of Clay Township. Our state must put in place and utilize robust oversight mechanisms like this amendment provides. For the safety and security of Michigan residents, any project seeking this funding should require a thorough examination to evaluate any potential foreign affiliations. Job growth is obviously very important for the future of our state, but we need to do our homework on who we are doing business with.

Today, Democrats chose to pass a budget that lacks crucial security enhancements, abuses taxpayer money, and puts us at risk. Its not the right approach going forward.

DeBoyers amendment would have required a report from the Committee on Foreign Investment in the United States and various other metrics to be met before the Michigan Strategic Fund can approve a SOAR project for entities and individuals with ties to countries of concern.

The LEO budget is contained within House Bill 5502, which was advanced to the Senate for further consideration.

Mike Johnson Becomes the Speaker of the Whole House. For Now. – The New York Times

The notion that the speaker serves the whole House is often tossed around, but rarely the case.

While the position is established in the Constitution and under longstanding House rules entails presiding over the entire institution, the speaker has historically played a highly political role, installed by the majority party to ruthlessly execute its will and legislative agenda. But circumstances have changed.

Representative Mike Johnson can now, for better or worse, truly lay claim to being speaker of the whole House, after Democrats saved him from a Republican-led coup on Wednesday in another remarkable moment in a chaotic Congress filled with them. Had Democrats not come to his rescue, the votes existed in his own party to potentially oust him.

It was the logical outcome of a session in which House Democrats, despite being in the minority, have repeatedly supplied the votes and even the procedural backing to do most of the heavy legislative lifting to stave off default, fund the government and aid U.S. allies, forming an uneasy coalition government with more mainstream Republicans.

The result left Mr. Johnson, a Louisiana Republican still new to the job, indebted to Democrats even as he immediately sought to distance himself from them by emphasizing his deep conservative credentials. Democrats said their support for him underscored their bona fides as the grown-up party willing to go so far as to back a conservative Republican speaker to prevent the House from again going off the rails.

Now the two parties will have to navigate this previously unexplored terrain as they head into an election season that will determine who is speaker next year.

The reality is that after passing the foreign aid package including funding for Ukraine that prompted the push by Representative Marjorie Taylor Greene, Republican of Georgia, to depose Mr. Johnson, little polarizing legislative work remains to be done this Congress while the fight for House control is about to get into full swing. That fact led Mr. Johnson to walk off the House floor to high-fives from his Republican supporters and quickly try to remind his colleagues and America that, despite the decisive Democratic assist, he is still a die-hard right winger.
