Herat (Afghanistan) (AFP) - Four insurgent gunmen launched a pre-dawn attack on India's consulate in the western Afghan city of Herat on Friday before being repelled by security forces, in an assault highlighting instability as NATO troops withdraw.

There were no casualties among Indian staff but at least one policeman was wounded when the attackers stormed a house close to the consulate and opened fire on the building.

Afghanistan is in the middle of elections to choose a successor to President Hamid Karzai, who has ruled since the fall of the 1996-2001 Taliban regime.

Pakistan was the Taliban's main ally and the Pakistani security forces have often been accused of assisting the insurgents, especially with attacks on Indian targets in Afghanistan.

"Four Taliban attackers entered a residential house behind the consulate in the early morning," Mohammad Yousuf Pashtoon, commander of Herat's paramilitary Quick Reaction Force, told AFP.

"Security forces evacuated residents from the building and fought to clear the building."

The interior ministry said all the insurgents had been killed but sporadic gunfire continued at the scene.

India has been a key supporter of Kabul's post-Taliban government, and analysts have often pointed to the threat of a "proxy war" in Afghanistan between India and its arch-rival Pakistan.

The Pakistani government issued a swift condemnation of the attack, saying it was opposed to "terrorism in all its forms and manifestations".

Police say gunmen attack Indian Consulate in western Afghanistan province of Herat

KABUL, Afghanistan Police in western Afghanistan say gunmen have launched an attack on the Indian Consulate in Herat province.

Abdul Sami Qatra, the provincial police chief, says the attack Friday began when three gunmen opened fire on the consulate from a nearby home with machine guns and rocket-propelled grenades.

Qatra says all the Indian workers inside the consulate compound are safe. He says two of the three gunmen have been killed by police officers, while one continues to fire on security forces.

No group immediately claimed responsibility for the attack. Afghanistan is experience a rise in insurgent attacks as foreign troops plan to withdraw from the country by the end of the year.

India has invested more than $2 billion in Afghan projects, including roads and power projects.

Afghanistan: Modi speaks to envoy, condemns attack on Herat Consulate

New Delhi: Prime Minister-designate Narendra Modi spoke to Ambassador to Afghanistan Amar Sinha and condemned the attack on Indian Consulate on Friday. He said, "I condemn the attack on our consulate in Herat, Afghanistan.I am closely monitoring the situation in Afghanistan."

Modi also spoke to Afghanistan President Hamid Karzai and thanked him for his support. Karzai reportedly assured Modi that the all Indian missions in the nation will be protected .

The Indian Consulate in Herat city of Afghanistan was attacked by gunmen at around 3:45 am. The ITBP and Afghan Police were engaged in the gunfight and killed all the four terrorists.

The terrorists were holed up in building 100 to 120 metres away from the consulate and attacked with rocket propellers and grenade. The attack took place just months after a Taliban attack on the US Consulate in the city.

The area has been surrounded by security forces and there has been no casualties. No group has taken responsibility for the attack.

Afghanistan Ambassador to India Shaida Mohammad said, "All 4 terrorists have been killed. Fortunately there is no casualty. All in the mission are safe."

Director General of ITBP Subhash Goswami said, "It's a successful operation. The ITBP killed one intruder and Afgan army killed three. Firing is over and we are moving inside. There has been no casualty to Indian side."

He said, "We are happy with the outcome and there have been no losses on our side. We had prior intelligence information about such attacks and we were prepared."

Ministry of External Affairs spokesperson Syed Akbaruddin tweeted, "India's Consulate in Herat, Afghanistan attacked. Brave ITBP personnel and Afghan soldiers rebut attackers. All safe. Operation underway."

He added, "India-Afghanistan officials in touch on attack on India's Consulate in Herat. Foreign Secretary Sujatha Singh monitoring situation. All safe."
