Feds offering possible change in visa status to persuade illegal immigrants to turn on MS-13 – Fox News

Critics of the sanctuary city crackdown say it will chill immigrants from helping ICE go after MS-13 gang members, but the feds say they have plenty of tools including a change in visa status - to win cooperation from the immigrant community.

The options seem to be paying off, with investigators from ICEs Homeland Security Investigations saying immigrant cooperation is making a big difference in the fight against the lethal and ruthless MS-13 gang.

In an atmosphere where cooperating with law enforcement is a death sentence imposed by the gang, most illegal immigrants appear to be more concerned about how to obtain legal resident status than financial reward, said one investigator who declined to be identified.

But at the same time, critics warn that the visa tool should be used only sparingly, since it could lead to fraudulent claims.

One of the fierce defenders is Eddy Wang, Section Chief, HSI Contraband Smuggling and Gang Unit, who said, We wouldnt be able to close a good number of our cases without the cooperation of the immigrant community.

Gang members prey on the immigrant community by co-opting their children, exploiting the vulnerable with drugs, and violence. They dont want to be victims so they work with us.

Whats more, Wang said, contrary to the public perception that ICE/HSI agents conduct massive sweeps through illegal immigrant communities, they actually reach out to them and explain the options available to let them live without the specter of gang violence.

We have a very robust victim assistance and community outreach program that informs the illegal immigrant community what their options are for legal resident status if they cooperate with law enforcement, Wang said.

Among these are asylum, the S visa for witnesses and informants; T visa, which applies to victims of human trafficking; and the U visa, for victims of violence.

According to spokeswoman Rita Moore, the agencyholds webinars for law enforcement and stakeholder groups about the U-Visa and other immigration relief programs.In the last two years, USCIS has held 21 national webinars for more than 4,000 law enforcement officers, community groups, and practitioners, she said.

ButJessica Vaughn, Director of Policy Studies, Center for Immigration Studies, cautions against overly promoting the program due to the high risk of fraud and says law enforcement has other options.

I think it is a good tool if used sparingly to reward people who are critical in especially significant prosecutions, not just as a back-door green card for anyone who has been the victim of a crime, Vaughn said.Experience shows when it is promoted, large numbers of people try to use it as a way to stay here, even if they have nothing significant of value to offer in any case.

Vaughn said people will go so far as to make up stories of being victimized and shop around for a police department that will sign off on the U visa application.

According to Vaughn, ICE often prefers Significant Public Benefit Parole because they have more control over the witness and they can withhold or terminate the benefit if the witness becomes uncooperative or turns out to have nothing worthwhile to help the case.If the U visa were offered instead, they cant take it back easily and the victim could clam up, leaving them with nothing.

Any police department can tell you stories of fraudulent victimization claims to try to get the visa, she said. I assure you, if there is an appropriate possibility to use it in a gang case, ICE is already on top of it.

Wang countered by saying fraud is difficult because ultimately law enforcement has to verify and sign off on the victims application.

Wang said he was frustrated by what he thought was the distortion of the program by special interest groups, adding the primary role of HSI in fighting crime was to work with victims, regardless of their immigration status, and arrest criminals.

We dont check the immigration status of victims or witnesses, Wang said. When you politicize public safety theres no winners, just losers.

Effective suppression of MS-13 relies heavily on the cooperation of residents in the Central American community and even gang members themselves looking to save their own skin or escape the clutches of a violent culture. But in order to achieve this bond of trust, a viable carrot must be offered.

Wang said HSI is now seeing the fruit of these labors.

Verisk Maplecroft Modern Slavery Index: Trump’s illegal immigrant … – Quartz

Donald Trumps plans to sharply reduce undocumented migrants coming into the US. However, the presidents harder line on deporting these immigrants is likely to increase the number of people at risk of modern slavery, says a human rights analyst.

Alexandra Channer of risk-management consultancy Verisk Maplecroft says that the number of people at risk of becoming a modern slave will increase if the Trump administration doesnt address the drivers of illegal immigration in tandem with introducing stricter rules on deportation.

Policies that increase the costs of trafficking, such as tighter enforcement of deportation rules and restricting the protections offered by sanctuary cities, will push undocumented migrants further into the hands of the criminal gangs involved in border trafficking and the procurement of undocumented workers, she said, ahead of the release of Verisk Maplecrofts Modern Slavery 2017 index. She continued:

Migrants will be ever more dependent on trafficking networks for survival and fewer will report entrapment and labor abuses to the authorities for fear of deportation. Increases in such violations pose a risk to companies sourcing goods from the US, especially from the agricultural sector, as well as within the services industry.

Verisk Maplecroft uses modern slavery as an umbrella term for those forced into labor, servitude, and the trafficking of people. In its annual report, the group assessed 198 countries on the strength of their law enforcement and legal structures, effectiveness of their enforcement, and severity of violations to calculate its rankings.

The US ranked 135th, and is categorized as medium risk. Channer notes, however, that the countrys score sits very close to the threshold for high risk.

By comparison, the UK is 180th in rankings and Germany is 184th.

Sorry, Mike Pence, You’re Doomed – New York Times

Many Republicans wonder if Trump will remain in the picture and viable in 2020. He could implode even more than he already has, I mean. He could be run out of town, one way or another. He could stomp off. The scenarios are myriad, and to prepare for them, Pence indeed needs an infrastructure and a network of his own. But theres simply no way to assemble those without looking disloyal to Trump and courting the wrath of alt-right types who know how to go on a Twitter jihad.

Other would-be successors to Trump arent in the same bind. They dont owe Trump what Pence does. They never pledged Trump complete allegiance. Gov. John Kasich of Ohio, whose unofficial 2020 campaign commenced even before Trumps inauguration, can raise money, stage news conferences, take up residence on CNN and pick apart Trumps proposals all he wants. It wont endear him to Trumps base, but it wont make him a marked man.

Senator Ben Sasse of Nebraska can style himself as a humble, homespun remedy to Trumps cupidity and histrionics. Senator Tom Cotton of Arkansas can take a calibrated approach, more hawkish than Trump on foreign policy but eager to link arms with him on immigration.

Pence, though, is squeezed tight into a corner of compulsory worship. And despite his behind-the-scenes machinations, he has done a masterful job of appearing perfectly content there.

In news photographs and video, you catch other politicians glancing at the president in obvious bafflement. Not Pence. Never Pence. He moons. He beams. Its 50 shades of infatuation. Daniel Day-Lewis couldnt muster a more mesmerizing performance, and its an unusually florid surrender of principles.

Im not referring to policy and the fact that before he agreed to become Trumps running mate, he blasted Trumps proposed Muslim ban, tweeting that it was offensive and unconstitutional, and fiercely advocated free trade. Im referring to Pences supposed morality.

He trumpets his conservative Christianity and avoids supping alone with any woman other than his wife, then turns around and steadfastly enables an avowed groper with a bulging record of profanely sexual comments.

He publishes a testimonial, Confessions of a Negative Campaigner, in which he invokes Jesus while vowing never to repeat such political ugliness in the future, then turns around and collaborates with a politician whose ugliness knows no limit.

No wonder he wants and expects a reward as lavish as the White House itself: He sold his soul. But I dont think he studied the contract closely enough and thought the whole thing through.

Theres no political afterlife in this equation, just the loopy, mortifying limbo in which he and so many of Trumps other acolytes dwell.

Maybe the howling is cathartic. Wont change a thing.

Is Mike Pence the Deep State That Trump Fears? – New Republic

Under his watch, Trump made Michael Flynn his national security advisor, and thus gave him access to the nations most heavily guarded secrets, despite knowing that Flynn was under federal investigation for being a paid foreign agent for the Turkish government during the presidential campaign. Pence either wittingly lied to the public about Flynns misconduct during the campaign and transition, or allowed himself to be used.

Pence also repeated, seven times, Trumps dishonest pretext for firing FBI Director James Comeythat he was merely acting on the advice of his deputy attorney generalonly to see Trump confess his true motive for the firing to Russian diplomats in the Oval Office. (I just fired the head of the FBI, Trump told them.He was crazy, a real nut job. I faced great pressure because of Russia. Thats taken off.)

That, by sheer coincidence, is when reports citing unnamed sources painting Pence as the victim of a pattern of malpractice or intentional [deception] began to emerge. Poor Mike Pence didnt realize he had been enlisted to deceive the public about Flynn and Comeyhe was just following orders.

Its also when some of the most damaging leaks about Trumps official conduct began spilling out to the pressincluding top-secret information from that Oval Office meeting with the Russians that Pence may have the authority to declassify.

And finally, its when Trumps allies started noticing something amiss.

Assuming Pence isnt simply readying himself for Trumps downfall, but taking steps hasten it, we should note that he wont be well situated to make the most of his coup.

The most recent historical analogue, Gerald Ford, served in a care-taking capacity after President Richard Nixons resignation, before losing to Jimmy Carter two years later. But Ford, unlike Pence, could credibly disclaim complicity in the controversies that brought Nixon down. Ford wasnt elected vice president, but was elevated to the position after Nixons actual running mate, Spiro Agnew, was driven from office by scandals unrelated to Watergate. Pence may or may not be Agnew, but he isnt Ford either, and if he inherits the presidency from a beleaguered Trump, he wont ever be able to escape Trumps fetid aroma.

Ron Klain, a chief of staff to vice presidents Gore and Bidentold The New Yorkers Ryan Lizza on Tuesday, Over all, I would say that whenever Mike Pence runs for office in the future, the liability he will carry from this period is not how he distanced himself from Trump but, rather, how he deepened his ties to the President. But Pence may not be waiting until 2020. And just because he might be misguided about the spoils that would await him if Trump resigns or is impeached doesnt mean he isnt striving for that outcome anyhow.

Trump and his loyalists have been speculating publicly that the deep state is behind all of the damaging disclosures weve been swimming in for months. They should also wonder whether the presidents suspiciously fawning heir is behind some of them, too.
