President Donald Trump announced Friday he has directed U.S. Cyber Command to be elevated to a Unified Combatant Command and is exploring separating it from the National Security Agency.

In a statement, Trump said the move will strengthen our cyberspace operations and create more opportunities to improve our Nations defense.

Headquartered at Fort George G. Meade, the move will make Cyber Command a more influential institution within the Department of Defense.

The decision could have significant economic ramifications for Western Anne Arundel County, where Fort George G. Meade is based.

Tim OFarrell, general manager for the Fort Meade Alliance, said the decision is huge for the state of Maryland. Its huge for this region.

What this means is greater emphasis on cyber and economic development around the region as companies want to come to a place that is so close to the center of it all, OFarrell said.

Claire Louder, the former CEO of the West County Chamber of Commerce, said last year that a change in how Cyber Command is positioned within the Department of Defense could lead to more opportunities for cyber companies looking to sign military contracts.

Currently, the agency is a sub-unified command underneath the U.S. Strategic Command, and Adm. Michael Rogers is the head of the NSA and Cyber Command.

Eric Geller, a cybersecurity reporter for Politico, wrote on Twitter the move elevates Cyber Command to the level of nine other unified combatant commands within the Department of Defense, such as U.S. Strategic Command and U.S. Pacific Command.

Louder said that because resources are allocated differently to full combatant commands rather than sub commands, the change could lead to another significant economic boom for the region.

That could also lead to better positioning for county officials to lobby for additional funding for infrastructure and school improvements as more people move to the area following job opportunities.

OFarrell said Friday that while the move was largely expected Congress had authorized the president to make this move through its fiscal year 2017 defense policy legislation its impact on the cybersecurity community should not be understated.

If you want to understand what is happening in that space, youre going to have to come through here, OFarrell said. I think youre going to see, from Annapolis to Columbia, continued new companies coming into the marketplace.

Trump said in the statement the move will also help streamline command and control of time-sensitive cyberspace operations by consolidating them under a single commander with authorities commensurate with the importance of such operations.

The change follows years of intense debate as how Cyber Command should be positioned within the Department of Defense.

Several high-ranking officials have proposed separating the agency entirely from the NSA.

Created in 2009 at NSA headquarters in Fort Meade, Cyber Command plays a more active and offensive role in military combat than the NSA, mostly over the Internet rather than on the ground.

During President Barack Obamas administration, former Defense Secretary Ashton Carter and former Director of National Intelligence James Clapper argued Cyber Command should be independent of the NSA.

However, Arizona Sen. John McCain has been adamant he would block any plans to end the dual-hat leadership that oversees the NSA and Cyber Command.

In a statement, McCain said Trumps decision was pleased by Trumps decision, adding there is much more to be done to prepare our nation and our military to meet our cybersecurity challenges.

iTunes CPU Redux is a free software program for Microsoft Windows devices to tame the resource usage of Apple's iTunes software on Windows.

Apple's iTunes software is quite the heavyweight on Windows systems. The program installs a lot of services on the system, and may run a number of processes at the same time.

Some of these, for syncing data to Apple devices for instance, may not be needed on some systems. If you don't connect Apple devices to the Windows machine, there is no reason for these services to run in the background.

Tip: You can remove extra iTunes components that get installed during the installation of the software program. Note that you may remove only some and not all of the components as iTunes won't work anymore if you remove some of the components.

The iTunes CPU Redux software is a small program that is compatible with Windows 7 and newer versions of the windows operating system. It supports iTunes 10 or higher, and requires the Microsoft .NET Framework 4.5.

It needs to be installed on the Windows computer before you may run it. The program displays all options under Settings in its interface.

Two of the three remaining tabs highlight other products by the company that created iTunes CPU Redux. These are not included and commercial programs.

The application monitors Windows processes to find out if specific Apple processes are running. It scans the process list for "distnoted", "Sync Server", and for "MobileDeviceHelper". If it finds those running, it will close them automatically.

These processes may run even if iTunes does not. Some may require that you run iTunes on the system though.

You may change the behavior for the last two processes by adding a rule that blocks the termination of the process if iTunes is open.

If you need any of the processes, you may also exclude the process so that it won't be touched by the application.

The application itself uses some resources since it needs to run in the background to do the scanning and killing of iTunes processes. It offers more flexibility when it comes to the iTunes processes however than the "don't install in first place" solution. This is important if you require the functionality that they provide at times. If you don't, you are better off removing the components and using iTunes without them instead.

Congressman Chris Collins response to the Union-Sun & Journal's recent editorial (Aug. 11):

My bill would restore New Yorkers Second Amendment rights and doesnt supersede states rights.

I do believe in States' rights, the need for local control and the 10th Amendment to the Constitution guaranteeing state rights. However, I want your readers to know my steadfast belief that states like New York should not have the ability to take away the Constitutional rights of their citizens. Under no circumstances should these basic rights be denied, and federal action is warranted in a situation where a state is infringing on the rights of any American.

The Constitution is the law of the land, and the Founding Fathers produced a document with a clear vision regarding Second Amendment rights. The Second Amendment can only be interpreted one way, and that is it guarantees that Americans have the right to own a firearm.

My proposed legislation, the Second Amendment Guarantee Act (SAGA), has sparked a needed conversation about the Second Amendment rights granted to Americans in the Constitution. In 2013, Gov. Andrew Cuomos Secure Ammunition and Firearms Enforcement (SAFE) Act infringed upon the rights of law-abiding New Yorkers by instituting strict rifle and shotgun regulations. As you pointed out, these regulations were put in place purely for political purposes.

SAGA focuses specifically on protecting Second Amendment rights, and in no way is taking away the rights of states. When a state crosses the line and starts to implement regulations that are in stark contrast to the basic rights given to Americans, action needs to be taken. That is exactly why I am proposing my law to rein in the unconstitutional policies that Cuomo forced into law.

Cuomo overstepped with the SAFE Act, and my proposal to repeal much of the law has had a great deal of support. SAGA isnt hypocritical; it is a sincere effort to bring back the freedoms given to New Yorkers by our Constitution when it comes to owning a firearm. Law abiding citizens should not be punished because of onerous and unconstitutional state regulations.

It is my duty as an elected representative to make sure my constituents are protected, and that includes protecting the basic rights granted to them in the Constitution. The SAFE Act only curbed the Second Amendment rights of law-abiding New Yorkers, instead of providing them with a safer place to live as promised by the governor.

The SAFE Act has done nothing to help our communities and has only taken away our freedoms. It is time we end this disastrous law for all New Yorkers and revert back to what the Founding Fathers intended for our nation.

ACLU executive director Anthony Romero said, If a protest group insists, No, we want to be able to carry loaded firearms, well, we dont have to represent them. They can find someone else.

According to the Wall Street Journal, the policy shift that Romero highlighted is focused on hate groups, which are listed as white nationalists and neo-Nazis. Romero did not say whether ACLU protection would also be denied to Black Panther protesters who are armed or to communist party members who could rally for the left while armed.

The policy shift comes after the ACLUs Virginia branch helped organizers of the Unite the Rightprotest secure a permit to assemble in a Charlottesville park [on August 12]. When the city of Charlottesville pushed to move the protest away from the park, the ACLU stood by protest organizer Jason Kessler and won the day.

On August 15,Breitbart News pointed to Southern Policy Law Center (SPLC) reports that Kessler is rumored to be aformer Occupy Wall Street activist and supporter of former President Barack Obama.

According to SPLC:

Rumors abound on white nationalist forums that Kesslers ideological pedigree before 2016 was less than pure and seem to point to involvement in the Occupy movement and past support for President Obama.

At one recent speech in favor of Charlottesvilles status as a sanctuary city, Kessler live-streamed himself as an attendee questioned him and apologized for an undisclosed spat during Kesslers apparent involvement with Occupy. Kessler appeared visibly perturbed by the womans presence and reminders of their past association.

But it doesn't show any signs of stopping.

Since 2015, Europe has scrambled to cope with the arrival of around 1.5 million people by sea.

In an effort to stem this flow, many European countries have tightened their policies and borders. In 2016, the European Union forged a controversial "one in, one out" deal with Turkey to stop the tide of migrants and refugees fleeing to the continent from the Middle East. And, this year, Italy has adopted an aggressive approach to halting migration across the Mediterranean from North Africa, backing the Libyan coast guard's rescue efforts and cracking down on nongovernmental organizations (NGOs) operating off the country's coast.

Here's what has been happening in the Mediterranean:

Why are NGOs suspending migrant search-and-rescue (SAR) operations in the Mediterranean?

In late July, Italy's Parliament passed a controversial "code of conduct" for NGOs operating search-and-rescue missions in the Mediterranean. Among the measures are:

Ban on entering Libyan waters except in situations of grave or imminent danger

Ban on phone calls to help migrant departures

Ban on transferring rescued migrants to other vessels

Commitment to allow armed police onto vessels to monitor activities

Three of the eight humanitarian groups operating in the Mediterranean agreed to the terms, while Doctors Without Borders refused to sign, saying it could increase deaths at sea. The mayor of Catania, Italy, told CNN that he believes the code of conduct is behind the recent drop in migrant arrivals there; critics say it is too early to tell.

Italy's beefed-up approach to tackling the flow of migrants into the country followed local elections in June, which saw a wave of anti-immigrant mayors and local councilors ushered into office. Critics say the result has left the governing center-left party reeling, forcing Italian leaders to seek short-term solutions at the cost of migrants' lives.

"Our goal is to govern the migration flows," the Italian interior minister, Marco Minniti, said in an August news conference. "A big democracy, a big country, doesn't endure migration's flow, but tries to govern them."

Since the height of the crisis in 2015, governments across Europe have sought to fortify their countries' borders. In February 2017, EU leaders outlined plans to stem the flow of migrants traveling across the Mediterranean from Libya to Italy, and boost the ability of the EU to send people back.

What about the anti-immigrant patrols in the Mediterranean?

An anti-immigrant vessel has underlined just how fraught the debate on refugees has become in Europe. The Defend Europe group deployed its C-Star vessel to the Mediterranean this summer, vowing to stop the "invasion" of refugees attempting to sail to Europe.

"It's created pressure, pressure for the NGOs as we were here, always watching them, documenting them and basically paralyzing them. We've seen it, I think during our operation time, the whole thing has turned against the NGOs. They've lost most public support; many have given up," Martin Sellner, one of the group's leaders told CNN. "We came and they went so definitely a success."

Though the C-Star has been allowed to continue operating in Libya's SAR zone, the Libyan Navy's Qassem told CNN that the coast guard would not work them directly.

"They combat immigration through a spiteful, racist standpoint," Qassem said. "We don't work with racism."

The Spanish aid group Proactiva Open Arms is among several NGOs that have continued to conduct rescue operations in the Mediterranean despite restrictions. Its crew recently reported that the Libyan coast guard fired warning shots while the vessel was in international waters.

"They were warned and told that they could be detained. We gave them a chance to leave and they did," Libyan navy spokesman Qassem told CNN. "They have to respect our sovereignty. They consider themselves above the law and Libyan sovereignty."
