Democratic Bill Lays the Groundwork to Remove Trump From Office – NBCNews.com

House Democrats are on a mission to educate the American people about a little-known power of the 25th Amendment the ousting of the president.

Led by freshman Rep. Jamie Raskin of Maryland, a group of growing Democratic co-signers has put forth a bill that could force President Donald Trump from office if he were found mentally or physically unfit.

Although it was introduced in April, the bill has gained steam in the past week as Trump's tweet storms have grown in ferocity.

"Given Donald Trump's continued erratic and baffling behavior, is it any wonder why we need to pursue this legislation?" asked Rep. Darren Soto, D-Florida, a co-signer. "The mental and physical health of the leader of the United States and the free world is a matter of great public concern."

If successful, the law would create an 11-member bipartisan commission known as the Oversight Commission on Presidential Capacity, which would medically examine the president and evaluate his mental and physical faculties.

Rankin hopes to take advantage of Section 4 of the 25th Amendment, which allows the vice president to remove the president if he or she has the consent of the majority of the Cabinet or "such other body as Congress," if they believe he cannot "discharge the powers and duties of the office." If all goes according to plan, the bipartisan commission could provide that consent after a medical examination of the president.

The commission would evaluate whether Trump or the president at the time "is temporarily or permanently impaired by physical illness or disability, mental illness, mental deficiency, or alcohol or drug use to the extent that the person lacks sufficient understanding or capacity to execute the powers and duties of the office of President."

Initially, 20 members of Congress signed onto the bill in April, but the number continues to grow, especially after Trump's most recent tweets. His feud with the hosts of MSNBC's "Morning Joe" and a tweet that included a GIF of himself tackling and punching a figure with the CNN logo over its face have earned him harsh criticism from the media, as well as from members of Congress.

But the bill isn't just about Trump, and it shouldn't be voted on by party lines, said Raskin, a professor of constitutional law, who said the commission could be called for any president whenever there's concern.

"We've got to make sure that we have a president who is able faithfully to discharge the duties of office," Raskin said Friday on CNN's "Outfront." "This is not just for one president it's for all of the presidents. And I think we can come together in a bipartisan way."

The White House didn't respond to multiple requests for comment from NBC News.

The 25th Amendment has been invoked a few times in the past when presidents have had to be sedated for medical procedures.

In July 1985, for example, then-Vice President George H.W. Bush was acting president for about eight hours when President Ronald Reagan underwent a procedure to have a precancerous lesion removed from his colon.

And Dick Cheney was twice acting president during the administration of President George W. Bush: first in June 2002, for about 2 hours, when Bush underwent a colonoscopy, and again for about two hours in July 2007, when Bush had five non-cancerous colon polyps removed.

Theres little else in this world that we love more than Nick Offerman and his special brand of dry humor. Hes proven himself the master of no-nonsense witover the years, and he recently decided to aim it at some popular websites in a video on GQsYouTube channel. Offermans opinion of the internet isnt entirely the best in the world, but he still took the time to visit some popular sites and weigh in on a few things. As if channeling his Parks and Recreationcharacter, Offerman used his internet journey to respond to (read: sternly judge) a couple Ron Swanson tattoos, a handful of tweets, some woodworking projects, and even a gentlemans mustache. We even found out how hed describe himself in four words. (no disagreement with his answer of Coquettish, Cute. As. Hell.) However, our absolute favorite part of his web-surfing was his visit to Wikipedia to set the record straight on a few things about himself. In the Personal Life section of his Wiki page, Offerman thought it prudent to edit a few details when it comes to which Chicago sports teams hes a big fan of and how hereallyspends his free time with his wife, actressMegan Mullally.

And that settles it. Not only is do puzzles together in their free time and make sweet, slow, languorous love. probably the best combination of words weve seen in a very long time, but that statement is now 100% our relationship goals from here on out.

Arlington School Board opts for two-site option for high-school seats – Inside NoVA

On an almost but not quite unanimous vote, the Arlington School Board on June 29 agreed to split up 1,300 new high-school seats over two sites, tasking staff to come back with recommendations on how to best spend the $104 million projected cost.

The 4-1 vote aligns with a proposal by Superintendent Patrick Murphy to split the seats between new construction at the Arlington Career Center near Columbia Pike and by renovation of the Arlington Education Center, which currently holds staff offices, near Washington-Lee High School.

If all goes as planned, the facilities would be ready for students by the fall of 2022, perhaps earlier on the Education Center site.

Im excited about both of them, School Board Vice Chairman Barbara Kanninen said of the possibilities on each of the sites.

The proposal to use two sites rather than one came late in the planning process, which initially had been focused on putting the entire 1,300 new seats at either the Career Center, Education Center or on field space at Kenmore Middle School.

Splitting the seats up may allow the school system to buy some time before constructing no one yet knows where a new, comprehensive high school along the lines of Wakefield, Washington-Lee and Yorktown.

We do not have the capital funds to start that now, said School Board member Reid Goldstein, one of four School Board members to support the staff recommendation.

The lone dissenting vote on the superintendents proposal came from James Lander, who supported an option to raze the five-story Arlington Education Center and build a new school on its site. Lander said the benefit of that option was the school ultimately could be converted into a middle school when funds and space are available to build a new, full-size high school.

But Lander, like other board members, acknowledged none of the options was a panacea for addressing ongoing growth in the student body. There are no perfect answers, he said.

School Board members directed Murphy and staff to come back by December with fleshed-out details on the Education Center site, and by next May on the Career Center package, including costs, how to accommodate parking and fields, and what boundary revisions would be necessary.

Under initial planning figures, the cost for renovations to the Education Center (about $25 million) would work out to $40,000 to $50,000 per seat. The estimated $79 million to build something new on the Career Center site totaling 700 to 800 seats equates to a jaw-dropping $98,000 to $110,000 per seat.

The figures compare to $52,400 per seat for building a new Washington-Lee High School, completed in 2009, and $62,000 per seat for a new Wakefield High School, finished in 2013.

Tim Wise, president of the Arlington County Taxpayers Association, said the per-seat costs being contemplated in an era school officials say is focused on austerity should cause the public to do a double-take.

To say the Arlington School Board should have some questions for the superintendent and his staff would be an understatement, he said.

But School Board members say the budgets fit into the 10-year capital-improvement programs spending limits.

They need to be flexible, School Board Chairman Nancy Van Doren said of all new facilities. We have lots of exciting options going forward. We will do that together.

Rev. Al Sharpton lauds New Orleans’ mayor for removing symbols of hate, bigotry – Rolling Out

Essence Fest 2017 commenced last night with A Soul of Nola press conference sponsored by Coca-Cola to salute the 61st mayor of New Orleans, Mitch Landrieus 16-year partnership with the organization. The evening also served as an emotional farewell as Landrieus second term in office comes to a close.

Several board members of Essence magazine shared eloquent testimonies of their working relationships with Landrieu, including Michelle Ebanks, president; Vanessa K. De Luca, editor-in- chief; Joy Profit, general manager; Staci Hallmon, VP sales; and Rev. Al Sharpton who was given a standing ovation after his dynamic speech.

The civil rights activist opened his speech with a recollection of his flight to New Orleans earlier that morning as he listened to more vitriolic commentary from President Donald Trump, As I came in from New York and saw some of the uppityness from the President about a woman I hope he looks to New Orleans to see what real women of beauty and intellect are. Look this way, Mr. President!

Sharpton went on to remark that even while Trump plans to cut Medicaid and continues to destroy our countrys economy he believes Black women are going to stand and rise to the occasion because they always have.

Sharpton also shared profound words on Mayor Landrieus impact on the city during such a critical era. He redefined New Orleans. In one era, we remember the levees being brought down; he brought down the statues of hate, bigotry and division, he said.

Mayor Landrieu has been a beacon of hope for the city of New Orleans and has made the Democratic Party proud.His second term will end in December 2017.
