Donetsk, Ukraine (CNN) -- Yuri Poznychenko has lived in the village of Stepanovka, close to Ukraine's border with Russia, all his life.
Poznychenko, 67, was born a few years after the Red Army recaptured this land -- and the strategic hill of Saur Mogila nearby -- from Nazi forces. He is a stoic man, a farmer who knows endurance. But the events of the last few months reduce him to tears.
On July 28, amid battles between Ukrainian forces and pro-Russian separatists for the area, a sniper from the Ukrainian National Guard shot dead Poznychenko's 36-year-old son as he tried to move his car to safety.
"They said they thought he was a separatist," he says, wiping his eyes. "They apologized later, and a soldier helped bury him." The inadequacy of the gesture goes unsaid.
In June, when we last came here, Stepanovka was a neat village set in rolling farmland. Its people were poor but they had work and enough to eat. Now, as bitter winds blow in from the east, much of the village is in ruins. A decapitated Ukrainian tank sits astride the one road, electricity wires dangle in the wind, and 20 or more properties have been reduced to ruins, including Poznychenko's.
He and his wife are the only members of their family left in Stepanovka. They have nowhere to go, no electricity and little food. Poznychenko says the Donetsk People's Republic (DPR), now in complete control of this area, has promised to restore power, but there is no sign of the extensive work that will be needed. And in a few weeks' time, the temperature here will rarely stray above freezing.
The wreckage of this year's battles is strewn around Stepanovka and many other villages in eastern Ukraine. The copper of spent bullets gleams in the wintry sun, sandbags sag over deserted trenches, and the husks of tanks and other military vehicles slowly turn from green to rust.

Russias demand that Ukraine guarantee it wont join NATO violates the countrys independence, the head of the alliance said, as the two sides traded accusations over who is fueling the conflict in the ex-Soviet republic.
U.S. Vice President Joe Biden is scheduled to arrive in Kiev for talks today with Ukrainian President Petro Poroshenko after North Atlantic Treaty Organization Secretary General Jens Stoltenberg urged Vladimir Putins government to pull back its troops from inside eastern Ukraine and from the border area. Meanwhile, Russias State Security Council said the U.S. was instigating the fighting.
We call on Russia to stop fueling the conflict, Stoltenberg said in Tallinn, Estonia. He also urged Russia to use all its influence to make sure pro-Russian separatists in Ukraine are respecting a Sept. 5 cease-fire that has been broken almost daily.
The Ukrainian crisis has intensified since the pro-Russian rebels in two breakaway regions held Nov. 2 elections that the government in Kiev condemned as illegitimate. Ukraine, the European Union and the U.S. accuse Russian President Vladimir Putin of supporting the separatists. Russia denies involvement.
The United Nations cited a total breakdown of law and order in eastern Ukraine and linked Russian fighters to human-rights violations in a report yesterday. It raised its estimation of the death toll there to least 4,317 people, with 9,921 wounded and 466,829 displaced.
The continuing presence of a large amount of sophisticated weaponry, as well as foreign fighters that include servicemen from the Russian Federation, directly affects the human rights situation in the east of Ukraine, according to the UN report posted on the website of human rights chief Zeid Raad Al Hussein. Civilians have continued to be killed, unlawfully detained, tortured and disappeared.
The conflict has unnerved countries in Europes former communist east, with Lithuanian President Dalia Grybauskaite saying that Putin is pushing Russia to be aggressive, to occupy other regions and to drastically reorganize international security in the world, and especially in Europe.

Russian Foreign Minister Sergei Lavrov yesterday faulted a reckless, nonstop expansion of NATO after the collapse of the Soviet Union as undermining European security and contributing to the conflict in Ukraine.

An order of designations requiring carriers to be more than 50 percent Ukraine-owned and offer domestic flights along with international ones can be satisfied only by flag-carrier Ukraine International Airlines, the Kiev-based unit said today.
Wizz Air Ukraine is deeply concerned by this document as it contains a number of restrictions which signal a major step back, it said in a statement. The new order goes against the liberalization of the Ukrainian aviation market and the general wish to harmonize regulations with the European Union.
Parent Wizz, based in Vecses, Hungary, and with its hub in Budapest, has become Eastern Europes top budget carrier after starting flights in 2004. It carried 15 million people in the 12 months through August and will have 54 Airbus Group NV (AIR) A320s by the end of this year. The Ukraine arm serves 16 routes from Kiev with two jets, and attracted 1 million passengers in 2013.
Ukraines National Aviation Service adopted new procedures for issuing and cancelling route rights on Oct. 24, Kiev-based newspaper Kapital reported yesterday, citing NAS Chairman Denys Antonyuk. The decree was registered by the Ministry of Justice on Nov. 13, with the document to be officially published in the local press in coming days, it said, citing Antonyuk.
The measures, with which carriers must comply within a year, will pare the number of routes, restrict customer choice between airlines and increase air fares, Wizz Air Ukraine said.
While adapting its ownership structure to meet the new requirements might be possible, the operation of domestic services presents a potentially insurmountable hurdle for the unit, whose jetliners have 180 seats and are designed to tap high-density international routes.
The carrier has already been forced to close a base in Donetsk and to suspend plans for another in Lviv as a result of the international crisis that followed the Russian invasion of Crimea, removing three aircraft from Ukraine as a result.
Government-held Donetsk airport was shelled by pro-Moscow rebels today, military spokesman Andriy Lysenko said in Kiev.
Wizz is seeking new markets after the propensity of central and eastern Europeans to fly grew almost five-fold between 2002 and 2010, according to the carrier.
