Until a few weeks ago, Michael Anthony Peroutka belonged to the League of the South, an Alabama-based group that decries the presence in this country of hordes of non-white immigrants and wants the South to secede from the union and return to its Anglo-Celtic roots.
He is also the Republican candidate for a seat on the Anne Arundel County Council, facing an inexperienced and little-known Democratic challenger and widely believed to have a good chance of winning the GOP-leaning 5th District on Nov. 4.
Peroutka opposes gay marriage, says he believes in creationism and favors the dismantling of public education, which he has called a plank in the Communist Manifesto.
He sang Dixie at a League of the South conference in 2012, calling it the national anthem.
Officials from both parties were stunned by his narrow victory over an incumbent and three other challengers in the June primary.
And while Peroutka would be only one of seven votes on a body that deals with far less incendiary issues such as zoning and street maintenance prominent Democrats say having him in office in the back yard of the state capitol would be considered an embarrassment. GOP gubernatorial candidate Larry Hogan, an Anne Arundel County businessman, and Steve Schuh, the Republican nominee for county executive, disavowed him over the summer,
We dont need to go backwards, said House Speaker Michael E. Busch (D-Anne Arundel), who joined Rep. Donna Edwards (D-Md.) at a news conference last week urging voters to reject Peroutka. In a brief conversation later, Busch called the Republican nominee dangerous and disruptive.
Peroutka dismissed the attacks. I could think of no better endorsement than Mike Busch and Donna Edwards dont want me to have the job, he said at a candidates forum that evening.
Anne Arundel Council member Daryl Jones, a Democrat and an African American, said that Peroutkas election would be more than an embarrassment.
The real question is where the rubber meets the road, Jones said. If you are an African American in District 5, how comfortable are you going to be coming to him with your issues or concerns?

HIGHLANDS RANCH, Colo. The quiet murmur of several dozen Republican activists crammed in a small office in this Denver suburb was broken Saturday morning by a jocular cry: Hey, everybody, whats going on?
Rep. Cory Gardner, the partys Senate candidate and its best shot at breaking a decade-long losing streak in top Colorado races burst into the room wearing a blue-checkered work shirt and jeans, and immediately began shaking hands and posing for pictures.
Rick Murray, 69, a financial broker, shook his head in admiration. You see enthusiasm like that out of anybody else? he said.
Its an enthusiasm thats mounting as Republicans watch public polls breaking their way in the final days of a hard-fought election season in this perennial swing state. Gardner has led the Democratic incumbent, Sen. Mark Udall, in public polls in recent weeks. The partys gubernatorial nominee, former Rep. Bob Beauprez, has run neck-and-neck with the incumbent Democratic governor, John Hickenlooper.
Republican enthusiasm is reflected in the early ballot returns. Colorado has overhauled its elections and this year every registered voter received a mail ballot. Citizens can register to vote until Election Day and cast their ballot at any local polling station. Republicans usually lead in early ballot returns here, and this year they have opened up a hefty lead of nearly 65,000-votes with more than 500,000 ballots in.
Republican ballots are pouring in in huge numbers, Beauprez told activists Saturday. Advantage us. But now is not the time to be complacent.
Thats because Colorado Republicans are still haunted by recent electoral history. They remember polls showing theyd win a Senate seat in 2010, only to have the Democratic incumbent eke out a narrow win.
They remember the huge crowds that accompanied Mitt Romneys hopeful final appearances here during the 2012 presidential election, which didnt translate into enough votes to beat President Obama, who carried the state by 5 percentage points.
No one knows how the new election laws will play out.
I dont want to spike the football at the 4-yard line, said Kelly Maher, a Republican operative, who is generally optimistic. I am worried about people in my party who are standing up and declaring victory, because those are people who get sacked on the 2-yard line.
