Obama Fights Lame Duck Image With Travel, Speeches

After 15 days in a carefree island paradise, it's back to reality for President Obama.

Obama returns from vacation to a chilly Washington on Sunday, staring down a long legislative agenda and simmering foreign crises, and with a desire to seal his legacy over the next two years.

He also faces a Congress in full Republican control for the first time during his term.

The president isn't sticking around long, however. Obama plans to hit the road Wednesday for a three-day travel blitz that officials describe as a sort of preemptive State of the Union.

The president "will highlight the progress we have made in the economy and he will announce policies that he will highlight in the State of the Union address to push us forward," White House spokesman Eric Schultz said.

The president plans to visit Detroit on Wednesday and Phoenix on Thursday, and then travel to Tennessee with Vice President Biden on Friday, Schultz said.

The speeches will promote a mix of specific new executive actions and legislative proposals in the areas of home ownership, college education and job creation, according to the White House.

Obama to hit the road, selling economic progress

President Obama is heading back to Washington on Saturday after a two-week holiday visit to Hawaii, but he won't stick around for long.

Eager to stay on the offensive as new Republican majorities are seated in Congress, the president plans to take a more bullish economic message on the road next week in something of an early test drive of his State of the Union message.

During stops in Michigan, Arizona and Tennessee, Obama plans to draw a connection between actions his administration took early in his presidency and increasingly positive economic trends in sectors such as manufacturing and housing.

Officials say he'll also offer specific new proposals -- some that he'll pursue with Congress and others he'll advance with his own authority -- that are intended to build on that progress, particularly for the middle class.

It's an approach that upends the traditional White House script to start the year, when new policy rollouts are usually reserved for the president's annual address to Congress.

But the White House is eager to sustain momentum it says started to build after November with major actions on immigration and Cuba as Obama began what he calls the "fourth quarter" of his presidency.

The new Congress convenes Tuesday, with a new Republican Senate majority and the largest GOP House majority since 1931. Though incoming Majority Leader Mitch McConnell (R-Ky.) has pledged to seek common ground with the president on areas such as trade and tax reform, Senate Republicans' first order of business will be to advance legislation to approve the Keystone XL pipeline. The House plans to take up jobs-related legislation it passed in the previous Congress but that the Democratic-led Senate declined to consider.

"If the president is willing to work with us, we'll have a real chance to address our nation's most pressing challenges," Rep. Rodney Davis (R-Ill.) said in the Republicans' weekly address.

But behind the scenes, GOP leaders are plotting new efforts to take on the president's healthcare law and target other administration actions on the environment and immigration.

The White House sees an immediate political opportunity there and hopes to contrast a president offering new initiatives that build on past successes with a GOP intent on undoing them.

Obama to Push Plans Ahead of State of the Union Speech

HONOLULU After returning to Washington Sunday from a two-week vacation in Hawaii, President Barack Obama will spend the days before his Jan. 20 State of the Union address pitchingAmericans on the economic policies he intends to propose.

Mr. Obama plans to roll out legislative proposals and executive actions over the week on issues including housing, manufacturing and higher education, White House spokesman Eric Schultz said. He will do so while traveling the country highlighting progress in the economy, Mr. Schultz said.

The strategy is a shift from previous years when the White House has kept a tight lid on proposals Mr. Obama would announce in his State of the Union address. Mr. Obamas aides hope the approach builds on momentum from the lame-duck congressional session, which resulted in an agreement to fund the government through September.

Mr. Obama will visit the Detroit area on Jan. 7 to emphasize the success of the governments bailout of the auto industry, followed by stops in Phoenix to focus on housing policies and in Tennessee for an event on college affordability.

Vice President Joe Biden will join Mr. Obama in Tennessee, the kind of joint appearance the White House usually reserves for after the State of the Union address.

The president is eager to get to work, and looks forward to working with the new Congress on policies that will make sure middle-class Americans are sharing in the economic recovery, Mr. Schultz said.
