Obama plans South Side rally, congressman says

President Barack Obama is planning to return home to Chicago's South Side on Sunday for a get-out-the-vote rally focused on supporting Gov. Pat Quinn, an Illinois congressman said Tuesday.

Rep. Danny Davis, a Chicago Democrat, said the Quinn campaign reached out to him Monday night to ask about distributing tickets for the event. Davis said the venue had not been chosen at that time but would be at an indoor location on the South Side.

"I understand that it's primarily for Pat Quinn," Davis said of the rally.

"I think the president is obviously interested in helping to get the vote out for Democrats and I think it would certainly be desirable to have him come," added Davis, who said he planned to attend the rally and expected other Democratic members of Congress to turn out.

Early voting starts in Illinois next Monday.

Davis noted that top Democrats including first lady Michelle Obama, Vice President Joe Biden and former first lady and former Secretary of State Hillary Rodham Clinton are working for Illinois candidates leading up to the Nov. 4 election. Biden plans to visit Chicago Oct. 22 to campaign for Quinn, who is in a hard-fought contest against Republican challenger Bruce Rauner.

Talking about President Obama coming to Illinois, Davis said: "That's sort of what I would expect a president to do, especially, if there were hot races in the state and there seems to be hot races, so I'm certain that that's a prudent thing to do."

The president will attend a $10,000-a-seat Democratic National Committee fundraiser on Monday in Lincoln Park, the White House announced earlier. The event is a dinner at the home of Barbara Goodman Manilow, chairman of the board of Crown Family Philanthropies.

Obama wont visit school named for him during fundraising trip

President Obama will be just five minutes away from the first school in the nation named in his honor, but he cant step away from his deep-pocketed pals at a Democratic Party fundraiser on Long Island to visit its students, parents at the school say.

When officials at the Barack Obama Elementary School in Hempstead, LI, learned three weeks ago that the president would be in town this week for an up-to-$5,000-per-head fundraiser for the Democratic National Committee at The Garden City Hotel, they sent their third official request for a visit.

Students at the primarily Hispanic and black elementary school have been sending letters begging for an appearance by the nations first black president ever since they campaigned in 2008 to have the name of the school changed from Ludlum Elementary School to Barack Obama Elementary School.

The Hempstead Union Free School District board agreed in a unanimous vote to adopt the name change in November 2008, shortly after his election.

School officials sent an official request for Obama to attend the renaming ceremony in 2009 and then again in 2012, when he was just a stones throw away at Hofstra University for the presidential election debate but the students keep hearing no from the White House.

A district school board official even offered to have the kids line up outside the fundraiser just to glimpse the president if he really didnt have time to pay a visit.

If your schedule does not permit a visit to our district, could we arrange to have some of our students meet and greet outside the fundraiser with a Barack Obama Elementary School jacket? board of education president Lamont E. Johnson wrote in a letter to the president, dated Sept. 26 and seen by The Post.

Your platform on education has acted as a true inspiration for us, and it would mean the world to our students to meet the incredible leader after whom our school is named.

In the coming days you will be receiving hundreds of letters from the children wishing to see you.

A White House scheduler called the school to say that neither option would work for Obama, a school representative said.

Obama, military chiefs to make ISIS plans

Some three weeks before U.S. congressional elections viewed largely as a referendum on Obama's leadership, the president will aim to show the U.S. public and allies abroad that he is committed to a plan to "degrade" and "destroy" the group that has taken over large swaths of Iraq and Syria.

Obama will attend a meeting led by General Martin Dempsey, chairman of the Joint Chiefs of Staff, with foreign defense chiefs at Andrews Air Force Base outside Washington at 3 p.m. EDT (1900 GMT) to discuss the coalition's work.

"It is part of ongoing efforts to build the coalition and integrate the capabilities of each country into the broader strategy," said Alistair Baskey, spokesman for the White House National Security Council.

The strategy is being called into question.

Republican Senator John McCain, a frequent Obama critic, said on Sunday that "they're winning and we're not," referring to Islamic State. The United Nations said on Monday that fighting in Iraq's western Anbar province had forced up to 180,000 people to flee after Islamic State, also known as ISIS, captured the city of Hit.

"This is a long campaign. It hasn't gone badly, but it certainly hasn't gone well," said Anthony Cordesman, national security analyst at the Center for Strategic and International Studies.

"It is very important, quite aside from trying to show Americans that he's leading, that he shows other countries he's committed," Cordesman said, adding that the defense officials from abroad were in many cases more involved in setting policy than their U.S. military counterparts.

Representatives from Australia, Bahrain, Belgium, Canada, Denmark, Egypt, France, Germany, Iraq, Italy, Jordan, Kuwait, Lebanon, the Netherlands, New Zealand, Qatar, Saudi Arabia, Spain, Turkey and the United Arab Emirates were expected to attend.

Colonel Ed Thomas, Dempsey's spokesman, said no major policy decisions were expected at the meeting, adding: "It's about coming together in person to discuss the vision, the challenges, the way ahead."

Having Turkey at the table will be key. Ankara has come under some pressure to send its own ground troops into Syria against Islamic State forces. The country could announce after the meeting that it will join Saudi Arabia in training moderate Syrian rebels, Cordesman said.
