When it comes to 2016, Sen. Chuck Schumer is betting on Hillary Clinton but hes not quite ready to bet against Elizabeth Warren.

New Yorks senior Democratic senator is putting stock in the former Secretary of State, saying Sunday that he thinks its all but certain shell run for President in 2016.

Hillary hasn't told me, and I haven't dared ask her," Schumer said on CNN's "State of the Union." "But I'll bet she's running, I'll bet she'll be a great candidate, I'll bet she'll win by a large majority.

And then Democrats can help the middle class whose incomes have been declining for 15 years in a very united way, he added about Clinton, who has said shell decide whether shes running next year.

But Schumer also praised Sen. Elizabeth Warren, the liberal Massachusetts Democrat who many in the partys left wing desperately want to challenge Clinton for the nomination.

Elizabeth Warren is, even if people don't agree with her, constructive, Schumer said of his colleague. She's working hard to move things in her direction. And that's a good thing.

A potential Warren candidacy has gained traction in recent days, after news emerged that more than 300 former Obama campaign staffers pledged their support to the Bay Stater.

A cohort of former Obama aides signed a letter Friday urging Warren to run for President, praising the middle-class advocate for (standing) up for working families and take on the Wall Street banks and special interests.

Warren, however, has repeatedly said she will not run.

Hillary Clinton: Pass torture laws

Hillary Clinton on Tuesday heaped praise on the Obama administration for banning brutal interrogations and called for legislative action the first comments from the former Secretary of State since the CIA torture report was made public.

In a speech before a well-heeled crowd honoring a liberal hero, Clinton took a sharp swing at the George W. Bush era while appealing to her partys growing coalition of black and Hispanic voters, who propelled President Barack Obama to the White House.

Theres no doubt that at home and abroad America is at our best when our actions match our values, Clinton said as she was honored at the Robert F. Kennedy Center for Justice and Human Rights gala in Midtown Manhattan.

Yes the threat of terrorism is real and urgent - scores of children were just murdered in Pakistan. Beheadings in the Middle East. A siege in Sydney. These tragedies not only break hearts but should steel our resolve and underscore that our values are what set us apart from our adversaries. I am proud to have been a part of the Obama administration that banned illegal renditions and brutal interrogations.

Today we can say again, in a loud and clear voice, the United States should never condone and practice torture anywhere in the world, said Clinton, adding that it should be reflected in both policy and law if that requires new legislation, then Congress should work with President Obama to quickly enact it and it should not be an issue of partisan politics.

In her speech, in which she repeatedly invoked Kennedy, the slain civil rights icon, she referred repeatedly to the protests over the deaths of two black men at the hands of police.

We can stand up together and say yes, black lives matter, said Clinton, a reference to the slogan used by protesters nationally in the wake of the deaths of unarmed black men in Staten Island and Ferguson, Missouri.

Hillary Clinton Speaks Out Against U.S. Use of Torture

Hillary Clinton spoke out against the use of torture during a Tuesday speech in New York City, strongly condemning the tactics for the first time since the recent release of a Senate Intelligence Committee report on CIA interrogation methods from a decade ago.

"Today we can say again in a loud and clear voice, the United States should never condone or practice torture anywhere in the world, Clinton said.

The former secretary of state, accepting an award from the Robert F. Kennedy Center for Justice and Human Rights, acknowledged that Americans are frustrated by the countrys division and polarization that often seems to block progress.

"That should be absolutely clear as a matter of both policy and law, including our international treaty obligations, and if that requires new legislation, then Congress should work with President Obama to quickly enact it and it shouldn't be an issue of partisan politics," Clinton said of eliminating the use of torture techniques.

America is at our best when our actions match our values, she said.

Clinton said she was proud to be part of the Obama administration noting brutal interrogation tactics such as waterboarding were banned with a 2009 executive order.

Clintons statements follow an ABC News/Washington Post poll released Tuesday that found almost six in ten Americans believe the CIAs treatment of suspected terrorists was justified. About half of Americans believe the CIA did use torture, while 53 percent think the interrogations produced critical information that could not have been obtained any other way. Just 31 percent of those polled reject this claim, revealing a focus of the recent debate.

Clinton also spoke about recent unrest following police-related deaths of unarmed black men in Ferguson, Missouri and Staten Island, New York, telling attendees black lives matter, repeating a phrase used by activists after grand juries failed to indict officers in the deaths of Michael Brown and Eric Garner.

If Kennedy were alive, he would say that it is "possible to keep us safe from terrorism and reduce crime and violence without relying on torture abroad or unnecessary force or excessive incarceration at home," she said.
