The white working class's movement away from the Democratic party isn't a function of Barack Obama's presidency. Recently we looked at exit polling gauging support for each party's House candidate every two years since 1980. Since the value of incomes fluctuates over time ($30,000 now isn't what it was in 1980), it uses responses from non-college graduates and college graduates as a way of approximating class membership. Consistently since 2004, non-college graduate whites have preferred Republicans by a wider margin than have college-educated whites.

The National Journal wonders whether Hillary Clinton might reclaim support from that group when she runs in 2016 (which she is going to do). It's a headline-as-question that readers love so much (see above), but the article leaves it unanswered. Or, rather, it makes clear that one is intended to apply Betteridge's Law of Headlines: That a headline ending in a question mark should be answered, "no."

It's worth exploring the question a little more. First, it seems pretty likely that Clinton will do better with working-class whites than Obama did. In July, CNN ran a poll that pit both Clinton and Obama against Mitt Romney -- allowing us to pretty directly compare the two candidates. The graph below shows how each demographic group did versus the overall split in the poll. So, Obama lost to Romney in CNN's match-up by nine points, but we're comparing how badly Obama lost among whites (by 29 points) to that -9 margin -- meaning he did 20 points worse with whites than the overall margin.

You can see that Clinton does slightly less badly among whites, and substantially better among those making under $50,000 or who have no college degree. (But a bit worse among those making over $50,000.)

But the question isn't "will Hillary do better" -- it's "can she win working-class whites?"

To better answer that, we can look at data from a September McClatchy/Marist poll. The graph below pits Clinton against three possible Republicans: Gov. Chris Christie (N.J.), Sen. Rand Paul (Ky.) and former Gov. Jeb Bush (Fla.). Clinton beats them all -- but loses among whites in each case.

Note, though, that Clinton wins among those earning under $50,000 a year -- as she does among every other group. What's missing in this data is a split by race and income.

Happily, the good people at Quinnipiac University shared detailed breakdowns of their November polling with The Post, including how Clinton did in head-to-head contests against their battery of Republican contenders. The margins of error are fairly high here, since we're talking about smaller and smaller slices of respondents. (In each subset, the MOE is over 5 percent.) But it's the best data we have. (Note that Quinnipiac's overall splits showed closer races between Clinton and the Republicans; it had her losing to Romney, for example.)

Here's the split by white voter economic group -- and then how each economic group compares to the split among all white voters.

Clinton is leading in Quinnipiac's polling among white voters who earn under $30,000 a year only when she's running against Sen. Ted Cruz (R-Tex.) -- and then only barely. (She also leads among the wealthiest white voters when running against Cruz.) In general, though, she tends to fare better among lower-income whites compared to white voters overall.

But who are these evil rich? Only a small percent become millionaires by giving political speeches as Hillary Clinton does or making a movie like Alec Baldwin. Most are small-business owners and operators. And as their business succeeds and they start to get rich, guess what? They hire more workers. Not too many Americans are hired for long by businesses that lose moneyexcept for federal employees.

We have a corporate tax system that is driving American corporations out of this country. Rather than fix the anti-growth tax code that takes one-third of their profits off the top, Democratic leaders trash companies that may leave as anti-American deserters and Benedict Arnold companies.

But at its core, what could be more anti-American than to be anti-business? It was Calvin Coolidge who famously said, the chief business of America is business. Today Hillary Clinton, Elizabeth Warren, Nancy Pelosi, New York City Mayor Bill de Blasio and so many of the rest have come to believe that its their business to destroy business. That is a sad state of affairs, and it would be refreshing and even heroic for some prominent Democrat on the national stage to denounce Hillary Clintons demagoguery.

57% of NHL Free Agents Flee to Lower Tax Havens A new study jointly-released by the Canadian Taxpayers Federation (CTF) and Americans for Tax Reform (ATR) reveals that of the 123 Unrestricted Free Agents who changed teams during the 2014 offseason, 57% went to teams with lower taxes.

The study, Home Ice Tax Disadvantage, looks at NHL team salary spending, personal income tax rates in the relevant province or state, and the true cap, which takes into consideration these rates. The report shows the impact that taxespersonal income taxes, in particularhave on labor mobility. While the numbers are more extreme for NHL players, the concept is the same for millions of North American families.

WASHINGTON (MarketWatch) One of Hillary Clintons former pollsters believes shes lost the new car smell she might need to win the White House.

Doug Schoen, a Democratic pollster who worked on Clintons 2008 presidential campaign, made the comments to radio host John Catsimatidis. President Barack Obama said that the next president needsa new car smell, and its pretty hard for me to saythat she [Clinton] has a new car smell, Schoen said in an interview. Schoen, now a Fox News contributor, said he expects Clinton to run for president, but that she will face challenges having served in the Obama administration as secretary of state. The Hill has more on the interview.

Keeping government going: Lawmakers returning to Capitol Hill on Monday have fewer than two weeks to figure out how to keep the government funded amid an acrimonious fight between Republicans and the White House over immigration. As The Wall Street Journal reports, government funding is set to expire Dec. 11, and top Democrats and Republicans had hoped to pass a so-called omnibus measure that would tie together spending bills to fund the government through September 2015. Now, GOP leaders are discussing the idea of passing a bill keeping all of the government funded through September, except for the Department of Homeland Security, which would be extended through March. Homeland Security contains the agency responsible for implementing most of the presidents executive action on immigration.

How to block regulations: Republicans are preparing to mount a full-scale assault on President Obamas regulatory agenda. As the Hill reports, critics of Obamas regulatory policies are likely to look to the Congressional Review Act, which allows lawmakers to disapprove of regulations that have been finalized and stop them from going into effect. But it wont be easy. The CRA has only been used successfully once before, to overturn a Labor Department rule on ergonomics in 2001.

Ferguson on the agenda: President Obama will meet Monday with Cabinet members and civil rights leaders on issues related to Ferguson, Mo., where a grand jury decided not to indict a white police officer in the death of an unarmed black teenager. As Reuters reports, the meeting will include a discussion of a review Obama ordered in August of federal programs that provide equipment to local law-enforcement agencies.

Slow start: One year after the White House temporarily shelved an unfinished part of HealthCare.gov intended for small businesses, it has opened with reports of only modest technical flaws. But the Washington Post reports there are doubts it will soon benefit the millions of workers at small companies with inadequate health insurance or none at all. The Post said interviews with brokers and others suggest that in the two weeks since the marketplaces health plans went on sale for 2015, interest within the niche they are intended to help seems scant.

Hillary Clinton's support of deferred deportation of millions of undocumented workers might help the Democratic Party's putative presidential nominee win over Latinos in 2016. But among the voters most responsible for the Democrats' midterm wipeout this year, it could very well make things worseand therein lies Clinton's dilemma.

Support for Democrats among white, working-class voters was especially sparse this year: A measly 34 percent of them backed Democratic House candidates, exit polls found, while they fled in almost equal measure from Senate candidates like Bruce Braley in Iowa and incumbent Mark Udall in Colorado. Democrats still performed relatively well among black and Hispanic voters, but the deficit among whites without a college degreewho constituted more than one-third of the nationwide electoratewas too much to overcome.

One of the central challenges facing a Clinton campaign will be managing to win back enough of those voters, especially in a working-class-heavy battleground like Iowa. But as her quick support of deferred deportations shows, she'll have to do so while also motivating black, young, and Latino voters who formed the core of President Obama's coalition in 2008 and 2012.

At times, the two imperatives will work against each other.

"Democrats, to win regularly, not just the presidency but other levels of government, they need to do better among ... noncollege whites than they've been doing," said Ruy Teixeira, a demographer who has written extensively about the electoral advantages inherent in the nation's changing demographics. "You can't ... just rely on the coalition of the ascendant."

Once the backbone of the Democratic Party, working-class white voters have gradually shifted into the GOP's camp since the 1970s in part because of the alienation they felt toward an increasingly urban, culturally cosmopolitan party. Democrats, meanwhile, have made up for the loss by winning over minorities and a greater share of the upscale white vote.

Clinton doesn't have to win a majority of white voters without a college educationObama never did, after all. Even during the height of his 2008 campaign, he won just 40 percent of them. Four years later, his share slipped to 36 percent.

But in 2014, the bottom fell out, and it fell out in places where Democrats have performed relatively well with working-class white voters, even recently. The party didn't just lose the white, working-class vote in places like Arkansas and West Virginia, where it has long since stopped being competitive at a presidential level. It also lost the vote in Iowa.
