Ukraine Conflict Will Hurt Relations: European Union to Russia

Brussels: The European Union on Saturday denounced rocket attacks that killed at least 30 people in Ukraine's strategic Mariupol Port on Saturday, warning that the escalation in fighting will harm EU-Russia relations.

The escalation "would inevitably lead to a further grave deterioration of relations between the EU and Russia," EU Foreign Affairs chief Federica Mogherini said in a statement.

"Residential areas of the city of Mariupol have been fired upon today from separatist held territory, which has cost the lives of at least fifteen civilians, wounding many others and terrorising the innocent population," the statement said.

"This comes after a series of indiscriminate attacks in the Donbas in the past few days, accompanied by the announcements of further offensives by Russia-backed separatists, who bluntly refuse to observe the cease fire.

That assault has already caused at least 30 deaths and injured 90 people, according to provisional counts AFP obtained from Mariupol municipal spokesman Oleg Kalinin.

Ms Mogherini called directly on Russia to intercede and halt the carnage.

"I call ... openly upon Russia to use its considerable influence over separatist leaders and to stop any form of military, political or financial support," her statement said.

"This would prevent disastrous consequences for all. Those responsible for the escalation must stop their hostile actions and live up to their commitments."

Though the EU may adopt new sanctions against Russia in the event of continued escalation, there has been no official debate so far on additional punitive action beyond measures already approved and applied against Moscow over the conflict last year.

Euro 14 m EU housing project for IDPs

The European Union (EU) has initiated a program for a housing project to resettle people displaced in the North and East and provide them with necessary facilities.

The program will grant Euro 14 million for an indicative 3,000

incremental owner driven houses, supporting also livelihood measures such as community infrastructure, also through securing land tenure, facilitating grievances mechanisms, improving the local construction supply chain.

Infrastructure and Reconstruction program manager of European Union delegation to Sri Lanka and the Maldives, Jaime Royo-Olid and Libuse Soukupova of International Cooperation and Development of EU disclosed the EU assistance during a meeting with Resettlement, Reconstruction and Hindu Religious Affairs Minister D. M. Swaminathan last week.

Development housing reconstruction support to Sri Lanka's Internally Displaced Persons (IDPs) pursues the objective of providing returnees and host communities with sustaining livelihoods through development of permanent housing, according to the International Cooperation and Development of the EU.

The European Union (EU) has already built 23,000 houses in the North and East and with the total EU contribution of Euro 14 million the program expects to reconstruct at least 3,000 permanent houses (over 12,500 beneficiaries) this year.

Minister Swaminathan said in the past there have been some issues when resettling displaced people and providing basic facilities and stated that the current government hopes to overcome such obstacles with the help of the EU.

He also said that it has become the policy of the government to maintain close ties with the EU and the international community.
