Immigration watchdog warns Bostons Trust Act will free criminals – Boston Herald

Mayor Martin Walsh and Police Commissioner William Gross said Bostons newly beefed-up sanctuary-city law is the best way to increase public safety despite one critic warning it will make immigration enforcement more difficult.

It will protect public safety and bolster public trust in our communities, Walsh said on Thursday before signing the amendments to the citys sanctuary-city ordinance into law in the library in East Boston, a neighborhood with a large immigrant population. It will make clear to our immigrants and police officers that they are not immigration officers.

City councilors, led by Josh Zakim and Lydia Edwards, the bills main proponents, last week unanimously approved amendments to the citys 5-year-old Trust Act, further limiting the role police can play in situations that deal with civil immigration matters. The vote comes after a discovery by the ACLU this year that Boston police continued working with federal immigration officials to capture illegal immigrants in spite of policies blocking coordination.

The amendments specifically prohibit officers from sharing information with the division of ICE focused on civil enforcement matters. Previously officers were blocked from detaining a person solely based on their immigration status.

But Jessica Vaughan, of the Center for Immigration Studies, said, No illegal alien should be released pending proceedings because they are inherently a flight risk.

She said the idea that immigrants dont report crimes because they fear deportation for themselves or loved ones is a myth.

ICE isnt just going to sit on its hands its going to find the criminal, she said. And instead of just arresting them in the jail, theyll be coming into the communities.

You should feel safe coming to the BPD. Before, the lines were blurred, said Gross, who said this is meant to encourage cooperation and confidence in the police by immigrant communities. Our interest is protecting the people against crime. And together we send this message here today: that all are welcome, but dont think youre going to commit crime against Bostonians, because Bostonians are from everywhere and Bostonians deserve justice.

The amendments differentiate between ICEs civil division, which focuses on deportations, and the Homeland Security Investigations Division, which carries out criminal investigations. Boston cops continue to be allowed to work with HSI on criminal cases.

Walsh noted that Boston is a safe, prosperous city right now, even after years of welcoming illegal immigrants.

He added, It goes counter to every single message that is coming out of Washington.

Malkin: Out of the Shadows… and Into the Voting Booth? – Marshall News Messenger

My teenage son is a law-abiding American citizen. To obtain his drivers permit this year, he brought his birth certificate, Social Security card, passport and verification that he completed an approved drivers school course. It took a half-dozen trips back and forth between various government agencies to clear all the paperwork hurdles.

Every American citizen who has navigated such bureaucratic hurdles at a local Department of Motor Vehicles should be outraged at the open borders spectacles in New Jersey and New York this week. With the impeachment charade absorbing all the national medias oxygen, however, you probably didnt see more than a 10-second blip of these alarming developments on TV. Newsflash: America first nationalism is not winning.

Hundreds of illegal immigrants and advocates took to the streets and marched on the statehouse in Trenton, New Jersey, demanding drivers licenses without having to produce any citizenship papers. Both the New Jersey Assembly and the Senate approved the measure on Monday while defiant, entitled protesters screamed Si, se pudo! (Yes, we can!) and Licencias, ya! (Licenses now!). Identity thieves, drug cartels and human traffickers are also cheering Yes, we can!

In New York, thousands of illegal immigrants similarly flooded DMVs statewide to take advantage of the new Green Light law, which allows them to obtain licenses by simply presenting foreign consular IDs. The Mexican matricula consular card, as Ive long reported, is a notoriously fraud-prone document with little to no authentication procedures to verify identity. Meddling Mexican officials hand out matricula cards like Pez candy. They are intentionally designed as get-out-of-deportation cards and gateways to opening bank accounts in America.

Instead of a Social Security card, which American citizens have to present, illegal immigrants can just write up an affidavit stating that they dont have a Social Security card. If my son had presented such a letter at our Colorado DMV (which also issues drivers licenses to illegal immigrants), he would have been laughed out of the office.

Wheres ICE? Remember: New Jersey and New York are sanctuary jurisdictions that harbor and shelter illegal immigrants. The Green Light law explicitly bars ICE from having access to DMV records. As the Center for Immigration Studies points out, the legislation now creates a situation in which a foreign nation, Canada, freely shares its DMV information with CBP and ICE, while the state of New York will refuse to do so.

Pay attention to this insanity. Its not just about rewarding law-breakers with driving privileges. Our countrys election integrity is under siege by foreign influence. Mass migration, legal and illegal, is bringing in millions of potential new voters who support gun control, socialized medicine, expanded welfare, free speech restrictions and resistance to immigration enforcement.

Illegal immigrant drivers licenses + Motor Voter + Soros-funded naturalization and registration drives + anti-Trump resistance lawsuits against voter citizenship checks = recipe for systemic voter fraud, more amnesty, and a permanent Democratic ruling majority.

In New York alone, some 265,000 illegal immigrants are projected to obtain their drivers licenses over the next three years. Earlier this year, after citizens passed a referendum barring licenses for illegal immigrants in Oregon, state Democrats handed them over anyway. Fifteen states plus the District of Columbia and Puerto Rico now confer driving privileges on illegal immigrants. Latino groups, the Mexican government, the U.S. Chamber of Commerce and the Charles Koch-funded Libre Initiative all banded together to secure these America last legislative victories.

Next step: Out of the shadows... and into the voting booths? The special interests of Open Borders, Inc. on the left and right deny that illegal alien and noncitizen voter fraud happens.. Its not just illegal border jumpers but also visa overstayers and other immigration phonies.

Illegal alien Nuradin Abdi the suspected shopping mall bomb plotter from Somalia was registered to vote in the battleground state of Ohio through the DMV.

So was convicted al-Qaida agent Iyman Faris, who planned to sabotage the Brooklyn Bridge and had entered the country fraudulently from Pakistan on a student visa.

In the battleground state of Florida, indicted terror suspect Sami Al-Arian illegally cast his ballot in a Tampa referendum in 1994 while his citizenship application was pending.

And in New Jersey just two years ago, the Public Interest Legal Foundation revealed after a six-month review of New Jersey county voter registration files that thanks to the federal Motor Voter system, 616 admitted and officially recorded noncitizens in 11 counties engaged on some level with the NJ voter registration system; nine percent of aliens self-reporting their status also cast ballots prior; and 75 percent of noncitizens were invited to register while receiving drivers licenses or in other government transactions like community college admissions or public schools.

Imagine if American citizens took to the streets and raised their voices to stop the spread of drivers licenses for people here illegally in numbers that matched the open borders hordes in New York and New Jersey. Instead, Beltway bread-and-circuses distractions dominate the airwaves while the sovereignty saboteurs drive American law and order off the cliff.

Activists meet Johnson to voice their concerns over illegal immigration – Bahamas Tribune

OPERATION Sovereign Bahamas met with Minister of Immigration Elsworth Johnson to discuss concerns on Wednesday after their protest last Friday in front of the Haitian Embassy.

Leader of the nationalist group, Adrian Francis said the meeting with Mr Johnson went well and that he was open to hearing the concerns they have about illegal immigration and they expressed their view on the government taking a more urgent approach.

It was a very cordial meeting, it was based on information, Mr Francis said. He wanted to know what we were doing, our mandate, our thrust and he also wanted to share with us what the government is doing in immigration. Hes very concerned about what happening and we basically agreed on everything except the urgency in moving forward with certain immigration issues. We stressed to him the urgency of the matter, how urgent the situation really is in the country. The critical issues were citizenship and transparency, who is getting citizenship and why, persons who are changing their last name. And so, we are going to keep the pressure on the government of the Bahamas, so he is aware of who we are and what we are doing.

Operation Sovereign Bahamas has been conducting several protests, the latest one last week Friday outside of the Haitian Embassy where the group demanded Haitian officials cooperate with the government on dealing with their citizens. They accused Haitian officials of not contributing to their citizens impacted by Hurricane Dorian.

On February 28, 2020, the group will be hosting a regional migration conference under the theme Understanding Regional Migration Protecting Borders at the National Training Agency.

Haiti has been a burden to many nations not just the Bahamas. Turks and Caicos for example they are going to have a senior representative here at the conference. We are bringing in persons from throughout the region in leadership positions from immigration. Were bringing persons to deal with major issues including economic impact, the cultural impact, the educational impact, the social impact and the impact regional migration is having on sovereign nations. The pressure should not just be put on the Bahamas but on the region to ensure that there is some form of cohesiveness and continuity in the region when it comes to sovereignty and migration, said Mr Francis.

While some may see his group as insensitive, Mr Francis says that successive governments have not seen the urgency of dealing with illegal immigration, causing the crisis to flourish to where it is today. As far as he is concerned, no time will ever be right to address the matter.

We are not being harsh, in fact we are being very slow. We have been kicking this can down the road for a very long time. We are not being harsh. People are asking, why would you send people back to Haiti, when there is a catastrophe going on right now? The reality is I am 53-years-old and from the time Ive known myself they have always been in crisis.

So no time is ever right. We can no longer take pills to heal the headache of Haiti. We did not elect the government of the Bahamas to take care of Haiti and to solve the problems of Haiti, we didnt do that. We elected a government to create avenues of opportunity for the Bahamian people. At some point, the Bahamian people have to enjoy their country. This is not about hate, this is about sovereignty.

Dhoondte Reh Jaoge: How many illegal residents are there in India? | RTI query – India Today

Anti-Citizenship (Amendment) Act (CAA) protests have rocked India over the past few days. The government's announcement of a nationwide National Register of Citizens (NRC) has seemingly intensified the protests further. Both CAA and proposed NRC are related to the status of those who entered India illegally for different reasons. Speaking in Parliament, Union Home Minister Amit Shah classified such people as either intruders or refugees.

The question is -- what would be the number of such people presently living in India illegally?

India Today filed a Right to Information (RTI) request with the Ministry of Home Affairs to find an answer to this key question.

We asked exactly how many illegal immigrants have been identified in the last twenty years. We requested the ministry to provide year-wise data with the location about where they are currently living and what their country of origin had been. The Foreigners Division of the Home Ministry has given a long answer.

It said, "Detection and deportation of illegal immigrants is a continuous and ongoing process. To deal with such illegal immigrants, the powers of the Central Government under Section 3 (2)(c) of The Foreigners Act, 1946 to deport illegal foreign nationals and powers under Section 5 of The Passport (Entry into India) Act, 1920 to remove an illegal foreigner by force have been entrusted under Article 258 (1) of the Constitution of India to all the State Governments.

"Further, under Article 239(1) of the Constitution of India, administrators of all Union Territories have also been directed to discharge the functions of the Central Government relating to the aforesaid powers. Therefore, the State Governments /UT Administrations have full powers to detect, detain deport illegal foreign nationals," it said.

"This is a response full of official jargon with not a single fact that answers the RTI queries that have been raised. No number was provided for illegal immigrants, no information provided on their original country or if one were to go looking for them then where should one go to meet illegal immigrants in India.

We had put another question to the Foreigners Division -- how many illegal immigrants have been deported from India in the last twenty years. Our RTI request was, "Please provide year-wise data with the location where they had been living in India and the country to which they have been deported."

The home ministry replied saying, "The required information is not centrally maintained. You may approach the State Governments/UT Administrations for getting the information. The RTI application is also being transferred under Section 6(3) of the RTI Act to the Bureau of Immigration (with regard to Point No 1 and 2) and the Ministry of External Affairs (with regard to Point No 2 only) for providing the available information."

This makes it clear that the Foreigners Division of the Ministry of Home Affairs either has no data on illegal residents and/or their deportation or the MHA does not want to divulge it to the Indian public.

The Ministry of External Affairs in its response said, "The information as sought by you is not available in CPV Division of MEA. However, your RTI application has been transferred to Bureau of Immigration, MHA under section 6 (3) (ii) of the RTI Act, 2005. You may like to follow up with MoI, MHA for further correspondence."

The Bureau of Immigration of the Home Ministry, where our request was transferred by the ministry's Foreigners Division as well as the Ministry of External Affairs said, "As per Chapter VI, Section 24 (1) and Second Schedule of the RTI Act 2005, the Bureau of Immigration (Bol) is exempted from providing any information/details on the subject."

The response from three departments of the central government reminds me of a popular tagline from a detergent's TV commercial -- Dhoondte Reh Jaoge! [you may never find].

The Quantum Computing Decade Is ComingHeres Why You Should Care – Observer

Multiply 1,048,589 by 1,048,601, and youll get 1,099,551,473,989. Does this blow your mind? It should, maybe! That 13-digit prime number is the largest-ever prime number to be factored by a quantum computer, one of a series of quantum computing-related breakthroughs (or at least claimed breakthroughs) achieved over the last few months of the decade.

An IBM computer factored this very large prime number about two months after Google announcedthat it had achieved quantum supremacya clunky term for the claim, disputed by its rivals including IBM as well as others, that Google has a quantum machine that performed some math normal computers simply cannot.

An arcane field still existing mostly in the theoretical, quantum computers have done enough recently and are commanding enough very real public and private resources to be deserving of your attentionnot the least of which is because if and when the Chinese government becomes master of all your personal data, sometime in the next decade, it will be because a quantum computer cracked the encryption.

Building the quantum computer, it is said, breathlessly, is a race to be won, as important as being the first in space (though, ask the Soviet Union how that worked out) or fielding the first workable atomic weapon (seems to be going OK for the U.S.).

And so here is a postwritten in terms as clear and simple as this human could mustersumming up these recent advances and repeating other experts predictions that the 2020s appear to be the decade when quantum computers begin to contribute to your life, by both making slight improvements to your map app, and powering artificial intelligence robust and savvy enough to be a real-life Skynet.

First, the requisite introduction to the concept. Normal computers, such as the device you are using to access and display this content, process information in a binary. Everything is either a one, or a zero, or a series of ones and zeroes. On, or off. But what if the zero was simultaneously also a one? (Please exit here for your requisite digression into quantum physics and mechanics.)

The idea that a value can be a zero, or a one, or both at the same time is the quantum principle of superposition. Each superposition is a quantum bit, or qubit. The ability to process qubits is what allows a quantum computer to perform functions a binary computer simply cannot, like computations involving 500-digit numbers. To do so quickly and on demand might allow for highly efficient traffic flow. It could also render current encryption keys mere speedbumps for a computer able to replicate them in an instant.

Why hasnt this been mastered already, whats holding quantum computers back? Particles like photons only exist in quantum states if they are either compressed very, very small or made very, very coldwith analog engineering techniques. What quantum computers do exist are thus resource-intensive. Googles, for example, involves metals cooled (the verb is inadequate) to 460 degrees below zero, to a state in which particles behave in an erratic and random fashion akin to a quantum state.

And as Subhash Kak, the regents professor of electrical and computer engineering at Oklahoma State University and an expert in the field,recently wrote, the power of a quantum computer can be gauged by how many quantum bits, or qubits, it can process. The machines built by Google, Microsoft, Intel, IBM and possibly the Chinese all have less than 100 qubits,he wrote. (In Googles case, the company claims to have created a quantum state of 53 qubits.)

To achieve useful computational performance,according to Kak, you probably need machines with hundreds of thousands of qubits. And what qubits a quantum computer can offer are notoriously unstable and prone to error. They need many of the hard-won fixes and advancements that saw binary computers morph from room-sized monstrosities spitting out punch cards to iPhones.

How fast will that happencan it happen?

Skeptics, doubters, and haters might note that Google first pledged to achieve quantum supremacy (defined as the point in time at which quantum computers are outperforming binary computers) by the end of 2017meaning its achievement was almost two full years behind schedule, and meaning other quantum claims, like Dario Gil of IBMs pledge that quantum computers will be useful for commercial and scientific advantage sometime next year, may also be dismissed or at least subject to deserved skepticism.

And those of us who can think only in binary may also find confusion in the dispute between quantum rivals. The calculation performed by Googles Sycamore quantum computer in 200 seconds, the company claimed, would take a normal binary supercomputer 10,000 years to solve. Not so, according to IBM, which asserted that the calculation could be done by a binary computer in two and a half days. Either way, as The New York Times wrote, quantum supremacy is still a very arcane experiment that cant necessarily be applied to other things. Googles breakthrough might be the last achievement for a while.

But everybody is tryingincluding the U.S. government, which is using your money to do it. Commercial spending on quantum computing research is estimated to reach hundreds of millions of dollars sometime in the next decade. A year ago, spooked and shamed by what appeared to be an unanswered flurry of quantum progress in China, Congress dedicated $1.2 billion to the National Quantum Initiative Act, money specifically intended to boost American-based quantum computing projects. According to Bloomberg, China may have already spent 10 times that.

If you walk away with nothing else, know that quantum computer spending is very real, even if the potential is theoretical.
