TRIPOLI, Libya Libya's coastguard intercepted 137 migrants including 5 women and 3 children on Sunday, August 6, as they attempted to reach Europe, a migration official told Agence France-Presse.

Amine al-Boussefi, head of a government agency in Tripoli tackling clandestine migration, said "137 migrants were successfully rescued by the coastguard... then handed over to us."

The migrants, from several African countries, were aboard an inflatable boat intercepted Sunday morning around 40 kilometers (23 miles) north of Sayyad, a seaside village west of Tripoli, navy spokesman General Ayoub Qassem said.

The migrants were taken to a navy base in the capital where the Libyan authorities gave them food, water, and medical treatment, an Agence France-Presse photographer said.

They were then transferred by bus to the eastern Tripoli suburb of Tajoura and handed over to the anti-migration agency.

The Agence France-Presse photographer saw dozens of migrants gathered in a courtyard there, sitting on the ground under the blazing sun as they waited to be put in detention centers.

Six years since a revolution that toppled dictator Moamer Kadhafi, Libya has become a key departure point for migrants risking their lives to cross the Mediterranean to Europe.

Hailing mainly from sub-Saharan countries, most board boats operated by human traffickers in the country's west, heading for the Italian island of Lampedusa 300 kilometers (190 miles) away.

More than 111,000 migrants have reached Europe by sea so far this year, the vast majority of them arriving in Italy, according to the latest figures from the International Organization for Migration.

ST. PAUL, Minn. The Latest on social media speculation after St. Paul man hanged himself. (all times local):

Black Lives Matter Minneapolis has apologized on its Facebook page after sharing photos of a man who officials say hanged himself in a city park.

The post had sparked social media speculation that the man in the photo was black and that his hands were tied behind his back. Michael Bringle was white.

On the group's page Tuesday night, Black Lives Matter Minneapolis says it retracted its earlier statements after "more information came out & Mr.Bringle's family came forward." The group says "it became clear that this was an unfortunate incident caused by mental illness."

St. Paul police say a passerby discovered the 50-year-old Bringle hanging from a tree early Tuesday. He was pronounced dead at the scene.

Police and relatives of a Minnesota man who officials say hanged himself in a city park want the public to stop sharing photos of his death that have sparked social media speculation that he was the victim of a hate crime.

St. Paul police say a passerby discovered 50-year-old Michael Bringle hanging from a tree early Tuesday. He was pronounced dead at the scene.

The St. Paul Pioneer Press reports a Facebook post that featured a photo of Bringle included speculation that the man was black and that his hands were tied behind his back. Bringle was white.

The post has been shared thousands of times.

The Ramsey County medical examiner says there's no evidence the death was anything other than a suicide. St. Paul Police Sgt. Mike Ernster called the post disgusting.

Bringle's sister, Kelly Brown-Rozowski, said at a press conference that her brother should be remembered as a kind person and the rumors only compounded their tragedy.

Kenny Easleys NFL career was so short that it was easy to overlook, and for years, the Pro Football Hall of Fame did just that to the 1980s second-most dominant safety.

No one will be overlooking his speech now that hes in, though.

The clip might send a mixed message, given the hashtag movements evoked. The Seattle Seahawks legend continued on well past that clip, though. Via Pro Football Talk:

But the carnage affecting young black men today from random violence to police shootings across this nation has to stop. Weve got to stand up as a country, as black Americans and fight the good fight to protect our youth and our American constitutional right not to die while driving or walking the streets black in America. It has to stop, and we can do it, and the lessons we learn in sports can help.

Thats a powerful message to send during a Hall of Fame speech. This was Easleys moment of long-awaited recognition, and he chose to shine the spotlight on a greater issue. He also ended the debate and admitted Ronnie Lott was better than him.

Colin Kaepernicks name did not come up, but Easley would be welcome in the Seahawks current locker room, where multiple players have stood up for their former rival quarterback.

House Minority Whip Steny Hoyer blasted Secretary of State Rex Tillerson on Saturday for failing to sign off on an event the U.S. was slated to host on supporting global democracy, saying the action sends a "dangerous signal" to the nation's adversaries.

"By stalling and scaling back this event -- in addition to removing just' and democratic' from the State Department's mission -- Secretary Tillerson is sending a dangerous signal to the world about the priorities of the United States," the top Democrat from Maryland said in a statement. "Congress must send a strong signal to this Administration that we stand united in the promotion of democracy here at home and around the world."

The event is called the Community of Democracies ministerial conference that the U.S. had been slated to host this year. The organization was established in 2000 by then Secretary of State Madeleine Albright as an intergovernmental coalition to work with civil society groups to promote and protect democratic freedoms and human rights.

Washington Post opinion writer Josh Rogin reported that the State Department was expected to host the event in September, but no one at State Department can say definitely if it will actually take place.

"Administration officials and organizers told me the planning is stalled because Tillerson's office hasn't responded to his own building's months-old proposals about the event," Rogin wrote on Thursday. "As planning time runs short, many see the State Department under Tillerson as shirking the U.S. commitment as current president of the coalition."

Every two years, the coalition hosts a foreign ministerial meeting and this year it is the U.S.'s turn to host.

"I am deeply concerned by Secretary Tillerson's unwillingness to sign off on the Community of Democracies event that the United States is expected to hold this year," Hoyer added in his Saturday statement.

"At a time when foreign adversaries are working to undermine democracies, we ought to be joining with our allies to examine how we can safeguard democratic institutions and confront those who threaten them," he said.
