House to vote on immigration bills next week – Politico

House Republicans are preparing to take up a pair of bills next week that crack down on illegal immigration, according to leadership sources, in a bid to carry out President Donald Trump's promise of tougher enforcement.

One of the bills to see a floor vote, dubbed Kate's Law, boosts penalties for immigrants who try to re-enter the United States after being deported. It is named after Kate Steinle, a young woman who was shot and killed in San Francisco by an immigrant who had been deported repeatedly yet returned. Trump frequently discussed the killing on the campaign trail last year.

The second is legislation that goes after so-called sanctuary cities localities that limit cooperation with federal immigration authorities, including by refusing to hold an immigrant in jail longer just so federal officials can pick him or her up to be deported. Sanctuary cities, usually liberal jurisdictions such as New York, have also been a major Trump target.

The "No Sanctuaries for Criminals Act" would toughen penalties for sanctuary cities in multiple ways. For example, it would require that cities and counties comply with orders from federal immigration officials, such as "detainers" that keep immigrants in jail so they can be picked up for deportation. It would also bar Homeland Security and Justice Department grants from sanctuary cities that don't comply.

The legislation, written by House Judiciary Committee Chairman Bob Goodlatte (R-Va.), also expands mandatory detention policies to cover immigrants with drunken driving violations and those who have had their visa revoked.

"The House Judiciary Committee is working to improve our nations immigration laws and policy, and today I have introduced two, straightforward bills to enhance public safety," Goodlatte said in a statement Friday. "We owe it to the families of those who lost loved ones to take action to prevent these horrible crimes. They have waited far too long.

Government Seeks To Deport Illegal Immigrant For Seventh Time – The Daily Caller

A Mexican national is being deported by U.S. Immigration and Customs Enforcement (ICE) for the seventh time.

ICE officers apprehended 29-year-old Agustin Jorge Figueroa Garcia on Wednesday and took him into custody at Pharr city jail, News 4 reports.

In the middle of deportation efforts, federal agents have formally charged Garcia with illegal re-entry into the U.S.

ICE deportation protocol has evolved under the Trump administration, giving agents more liberty to follow the law. Trumps Enhancing Public Safety In The Interior executive order allowed officers to make collateral arrests, which occur when ICE conducts a raid and arrests are made of illegal aliens who were not targeted ahead of the operation.

ICE reports that it is usual for officers to come across additional suspects violating federal immigration laws during targeted raids. Under the Obama administration, ICE did not detain suspects who were not identified prior to the raid.

Under the Obama administration, the Secure Communities program curtailed efforts to empower police officers to enforce immigration laws locally.

Pence heralds plan to thwart Planned Parenthood, Neil Gorsuch’s Supreme Court seat at Focus on the Family – The Denver Post

COLORADO SPRINGS In a speech steeped in biblical imagery, Vice President Mike Pence on Friday told a Colorado-based evangelical ministry that it has an unwavering ally in Donald Trump, reaffirming the presidents support of the religious right.

The Republicans remarks came at the 40th anniversary celebration of Focus on the Family, a conservative Christian ministry based in Colorado Springs.

Pence spoke at length about religious freedom and defending the unborn, while telling the group that Trump has kept his promise to evangelicals on matters ranging from the Supreme Court confirmation of Justice Neil Gorsuch to the presidentsplans to cut off Planned Parenthood from federal funding, a long-sought goal of abortion opponents.

Under this presidents leadership, life is winning in America, Pence said.

Later this summer when we repeal and replace Obamacare, were going to defund Planned Parenthood once and for all, he added, to a standing ovation.

Founded in 1977, Focus on the Family has become one of the nations top anti-abortion advocacy groups, financing ultrasound machine installations in hundreds of pregnancy clinics across the U.S. in an attempt to dissuade pregnant women from having an abortion. Focus on the Family also offers marriage counseling and is staunchly opposed to homosexuality.

A group spokesman saidPence was the first vice president to address a Focus on the Family gathering. No president has addressed a gathering, either.

We, frankly, werent expecting him to say yes, said Paul Batura, the groups vice president of communications.

But Pence has gone further than vice presidents past in courting evangelicals while in office. This year, he recorded another first, becoming the highest ranking government official ever to speak at the March for Lifeanti-abortion rally. On Friday, he praised Focus on the Family at length, calling it a ray of hope and joy, and thanking its employees for their work.

On the left, Pences visit drew condemnation from national gay rights groups, such as GLAAD, and spawned an theatrical demonstration on the sidewalk outside. About a dozen protesters donned red robes and white bonnets to welcome the vice president a reference to The Handsmaids Tale, the dystopian novel and TV show in which women are treated as property.

This community rejects hatred and bigotry in all its hideous forms, protest organizers wrote on Facebook. Focus on the Family has fostered an environment of hostility towards the Colorado Springs LGBTQ community for decades, not to mention its promotion of strict traditional gender roles, creationism in public schools, school prayer, and abstinence-only sex education.

A handful of other protesters, their faces covered in black bandannas at the facility entrance, had a much blunter message for the gathered crowd of about 1,600, flashing obscene gestures at the predominantly Christian attendees as they drove away.

For many evangelicals, Pence represents a champion of their values in Washington. A born-again evangelical himself, Pence has long opposed same-sex marriage and has been a strong proponent of religious freedom. His popularity among the religious right factored heavily into his selection as Trumps running mate.

I think theres no question that quite a few evangelicals felt comfortable voting for President Trump because of Vice President Pence, said Batura, the Focus on the Family spokesman. And I think we would generally echo that sentiment.

Batura said hes been pleased with what hes seen from the Trump administration so far, citing the Gorsuch nomination as a key victory for the religious right.

And much as he did on the campaign trail Pence on Friday played the role of Trumps emissary to the evangelical community, repeating early and often that the president deserved the credit for any progress that had been made.

Ipromise you, Focus on the Family, you have an unwavering ally in President Donald Trump, Pence said.

According to New York Times reporter Maggie Haberman, Vice President Mike Pence had a secret meeting with conservative donor Charles Koch while the two were in Colorado Springs Friday.

They met privately without aides for several minutes after that, Haberman tweeted Friday night. Topics tax reform, healthcare bill, VA efforts, others.

She went on to report that the two have had a long relationship. Pence started his own leadership PAC in May and quickly began raising money that can be used for his own legal defense of the Russia investigation.

The Koch brothers have an umbrella group that held a seminar over the weekend.

Guatemala president under pressure over lobbying firm linked to Mike Pence – The Guardian

Guatemalas president, Jimmy Morales, is under growing political pressure over two contracts with an Indiana lobbying firm closely linked to the US vice-president Mike Pence.

Opposition politicians have called on Morales to reveal his role in the $80,000-a-month contracts signed with Barnes & Thornburg LLP, which appear to have been designed to sideline the state department and the Guatemalan foreign affairs ministry.

Barnes & Thornburg which has extensive ties with the Republican party was hired to improve relations between the governments of Guatemala and the US, but it remains unclear who funded the contract, which was signed by politicians without the authority to intervene in foreign affairs.

On Thursday, the US ambassador to Guatemala was drawn into the controversy after he was caught on tape describing the four lawmakers who signed the contracts as idiots.

Anti-corruption activists are calling for an urgent inquiry in Guatemala and the US.

There should be an investigation by both authorities into the origins of the funds, who is really behind the contract and what is the lobbying was really for, said Alejandro Barillas, a criminal lawyer at the international accountability group Impunity Watch.

The first contract was signed in April on behalf of Morales by a close friend and party fundraiser Claus Marvin Merida. At the time, Merida was posted in Washington as an honorary official representing Guatemalan migrants a position which did not authorize him to sign government contracts, according to several lawyers consulted by the Guardian.

Merida is currently implicated in two criminal investigations, including one linked to illegal election campaign funds, the Guatemalan justice ministry has told the Guardian.

The contract was cancelled 11 days later, and Merida was relieved of his honorary duties after he was found to be lobbying Guatemalan senators to expel US ambassador Todd Robinson.

Morales has denied knowledge of the contract, but under the countrys constitution only the president and the ministry of exterior relations are authorized to intervene in foreign affairs.

If the presidents good friend Claus Merida was acting independently, [Morales] is obliged by law to report this, as its a crime, said congressman Amilcar Pop from the progressive indigenous party Winaq.

A second contract with Barnes & Thornburg was signed in May by four congressmen representing different political parties. The contract describes them as a coalition united behind certain ideals and principles to advance the interests of the republic of Guatemala.

The four congressmen have said that Barnes & Thornburg did not receive any funds from the Guatemalan government, but they have resisted pressure to reveal who financed the deal.

On Thursday, three of the four politicians demanded an apology from Ambassador Robinson after a recording emerged in which he described them as idiots.

There are four idiots in Congress. I have worked closely with many of the lawmakers, but there are some for whom I have no respect neither as lawmakers nor as authorities, Robinson said, according to the audio published online by Prensa Libre.

In a separate radio interview, Robinson said that it was unnecessary to hire a lobbying firm to help bilateral relations. If there are problems with relations between the two countries, there are two embassies to address them, he said.

The second contract details a plan to develop close working relationships between members of the Guatemalan and US governments, and to set up a Guatemalan policy group chaired by managing partner of Barnes and Thornburg Robert Grand.

Grand served as senior member of the finance group for the Trump-Pence campaign and as finance vice-chair of the presidential inauguration committee. He sits on the Republican National Committees finance leadership team.

Several others B&T employees have worked for the vice-president including Stephen Simcox, who was Pences deputy general counsel when he was governor of Indiana, and partner Matt Morgan, who represented Pences gubernatorial campaign, and is now his deputy assistant and deputy counsel.

There was no immediate response to requests for comment from Barnes and Thornburg or the state department in Washington.

The company should make transparent all negotiations linked to these contracts in order to avoid suspicion that it is associated with any crimes committed in Guatemala, said Iduvina Hernandez, director of the Security in Democracy campaign group.

The growing scandal over the lobbying contracts has left Morales a former comedian known best for his blackface routine scrambling for political cover. This could be the case that forces him out of the presidency, said Hernandez.

News of the deal emerged amid a mounting backlash from Guatemalan elites against anti-corruption efforts in the country.

Hundreds of corrupt politicians, business owners and security forces have been forced out of office and prosecuted in recent years with the help of the UN-backed International Commission against Impunity (CICIG).

Morales came to power in 2015 after the then-president and vice president were charged with operating a criminal network which stole millions of dollars of public money.

Morales, who had no political experience, promised to clean up politics under the slogan: Not corrupt, not a thief.

Asked about corruption charges against both his brother and son during a recent television interview, Morales claimed some corruption was normal.
