Why Canada won’t tighten border security despite an uptick in illegal immigration – Christian Science Monitor

March 5, 2017 Despite an uptick in illegal immigration in recent months, Canada won't be tightening its border security anytime soon.

Several hundred people have illegally crossed into Canada from the United States since the beginning of the year, officials say, with much of the activity taking place in the weeks immediately following President Trump's controversial executive order temporarily barring refugees and citizens of seven majority-Muslim countries from entering the United States.

Canadian and US government officials are working to find a way to handle the recent influx of asylum seekers, withHomeland Security Secretary John Kelly expected to visit Canada later this month to discuss border security. But for now, saidPublic Safety Minister Ralph Goodale on Saturday, the increase isn't enough to warrant additional border security measures.

"We are concerned and we will deal properly with the extra hundreds," said Mr. Goodalesaid at a news conference in Emerson, located near the North Dakota border. "But the full border deals with 400,000 people moving in both directions every day. It also handles (more than $1 trillion) in trade every day."

At least 183 people have walked across the border in freezing temperatures since Jan. 1, according toRoyal Canadian Mounted Police in Manitoba.

But "thecurrent accelerated rate started in the first week of February," Goodale said Saturday. "[W]eve been following this very, very closely."

The 2016 presidential campaign elicited warnings sometimes serious, sometimes lighthearted from scores of Trump opponents vowing to move north in the event of a Trump victory. In the days following the election, Canadian real estate brokers reported a surge in interest from American homebuyers and some disappointed voters have already followed through on their promises to relocate.But the majority of those crossing over illegally, experts say, are not disgruntled American citizens, but anxious refugees and undocumented immigrants seeking asylum.

The campaign rhetoric and election victory of Trump, who said on "60 Minutes" in November that he planned to deport or incarcerate "2 million or 3 million" undocumented immigrants with a criminal record upon taking office, led many of the estimated 11 million undocumented immigrants in the United States to fear for their future. More than 1,200people entered Quebec illegally and requested refugee status in 2016 nearly five times the totalin 2015,according to the Canada Border Services Agency. More people requested refugee status this past November alone than throughout all of the previous year.

That surge, immigrant rights advocates say, saw a greater increase with the signing of Trump's now-frozen travel ban blocking refugees and citizens of seven majority-Muslim countries.

"A comment that we might hear is that theyre scared of whats happening in the US," Rita Chahal of the Manitoba Interfaith Immigration Council told The Guardian in February. "A couple of people have said they watched what happened in the airports last weekend, they were afraid. Theyre afraid that they might get put in detention, they might get deported, that their applications wont be accepted, so they express a lot of fear."

One reason why crossing illegally is so appealing, experts say, is theCanada-US Safe Third Country Agreement. Under this agreement, established in 2004,a person who is in the US, which is considered a safe country, cannot request to be admitted into Canada as a refugee. But those who request refugee status once they are already on Canadian soil and are able to pass criminal checks will be allowed to have their cases considered.

The process to apply for refugee status is considerably quicker than the process in the United States. Anyone caught trying to cross the Canadian border can apply for refugee status. The applicant will thenreceive a date to appear before a refugee tribunal, which by law cannot be more than two months away. In the meantime, there is no need to wait in a detention center unlike in the United States and anyone put in detention has the right to see a judge within 24 hours.

Typically, about 60 percent of immigrants who go before the tribunal are granted asylum, but chances partly depend on the country of origin,Melissa Anderson, spokeswoman for theImmigration and Refugee Board of Canada, told Public Radio International (PRI) last month. Citizens of Syria, Iraq, and Eritrea have anacceptance rate of more than 80 percent and are not required to appear before the refugee tribunal in person. Members of theRoma minority from Romania and Hungary are also usually accepted.

Public Safety Minister Goodale's comments on Saturday underscore remarks made byCanadian Prime Minister Justin Trudeau less than two weeks ago, in which he told parliament that Canada would continue toaccept asylum seekers crossing illegally from the US while ensuring security measures were taken to keep Canadian citizens safe.

"One of the reasons why Canada remains an open country is Canadians trust our immigration system and the integrity of our borders and the help we provide people who are looking for safety," Mr. Trudeau said, as reported by Reuters. "We will continue to strike that balance between a rigorous system and accepting people who need help."

The protesters want the upstate New York school to provide illegal immigrants, including those not protected by DACA (Deferred Action for Childhood Arrivals), with special funding.

Our endangered community members still lack explicit assurance that the institution that took them in will protect them, Professor Russell Rickford told the Cornell Sun. Thats shameful.

The group also wants Cornell to provide on-campus housing for immigrant students who have been warned not to travel overseas, and fight for legislation that protects illegal immigrants.

They also want campus police not to release information about illegal immigrant students to immigration agents unless it is absolutely necessary.

State explicitly that CUPD will join the Tompkins County Sheriff and Ithaca Police Department in declining to honor civil immigration detainer requests (which is not legally required!) from a federal agent unless accompanied by a judicial warrant, the demand read.

One illegal immigrant student spoke about her struggle to obtain financial aid.

I had to sacrifice meals. I had to sacrifice having the right books. I had to do everything to thrive at this school, Julia Montejo said. Now that Cornells caught up, which is a little late for many people, Cornell is refusing to explicitly state that CUPD will not cooperate with ICE.

Another professor told the crowd that the students would always be in a minority in terms of what they were fighting for.

You will always be in a minority. But, the truth is, we look back on those periods now as periods of grave injustice, where time has turned against what was done. And you dont need the majority; what you need is a very dedicated, involved minority, Professor Joe Margulies said.

The dramatic difference between Mike Pence and Donald Trump when it comes to the press – Washington Post

Vice President Pence was the highest-ranking government official in attendance Saturday night at the Gridiron dinner, an annual gathering of Washingtons top political journalists. As he has with the upcoming White House Correspondents Association dinner, President Trump declined his invitation to the Gridiron event.

In a lengthy address, Pence roasted reporters as well as politicians and staff members Democrats and Republicans who were at the white-tie affair. He lobbed a few jokes in his own direction, starting with a lighthearted quip about his attire.

I thought Id be okay wearing a black tie tonight, Pence joked, according to NPR. Then Nancy Pelosi asked me to refill her coffee.

Pence wrapped up by issuing a defense of a free press and First Amendment rights.

Not missing a beat, he added, It really is an honor to be vice president for a man like President Trump.

Razzing Sean Spicer, Pence said, Sean, I really want to apologize that you didnt get served dinner tonight. When the waiter asked you what you wanted for your entree, you shouldnt have said, Sit down, I never called on you.

Talking about the Oval Office, Pence said, I gotta tell you, every time I look at that portrait of Hamilton, I feel like theres a lecture coming on.

Back on POTUSs address to Congress: I even thought I heard Rachel Maddow start to say something nice, but then MSNBC immediately cut to commercial.

[At the Gridiron dinner, the jokes were on Trumps Russia connections]

On his email controversy: The end of the week was a little embarrassing for me. Not that I had a personal email account when I was governor. [It] really was embarrassing for me to have millions of Americans learn that Im one of the few people in the country to still have an AOL account.

My wife said it was good for my image. She said now America knows Im not stuck in the 50s Im just stuck in the 90s.

He then read some mean tweets about himself and his use of AOL. One was: This is Mike Pence, former governor of Indiana, vice president of the United States, Chilis patron, AOL user.

On the press: Its really good to be with all of you. I really, seriously, I really respect the way you do your job so does the president.

He said the media knows what the real stories are, such as when his family moved to Washington and the press kept reporting on his rabbit, Marlon Bundo.

Marlons become kind of a big deal. He got himself an Instagram account. #BOTUS.

Pence then made a joke about the bunny liking Fox News and it being a long time before he will go on BNN and Jake Hopper not being happy about it.

On House Speaker Paul D. Ryan (R-Wis.): Paul has his P90X, 90 minutes of aerobic workout that stresses every muscle in the body every day. And I do Jazzercise at the Y.

Joking about their matching Tuesday ties, At least I didnt go with my backup an all-white pantsuit. That would have been awkward.

To Nancy Pelosi, who was in the room, he said, The president and I hope you dont change. Seriously, were counting on it.

Pence said that he was offended that so many of his former colleagues rushed for the exits Tuesday night after the presidents speech to Congress, but that he understood why. They were racing out because they didnt want to miss some must-see TV. The dynamic message of a rising star. The future of the Democratic Party. Kentuckys own former governor, Steve Beshear.

He said Beshears remarks really were inspiring especially the part when he claimed to be a Democrat, and proud republican and mostly American.

[Pence just made clear that Trumps media cease-fire was a one-night-only thing]

Humor is a great unifier, and this lighthearted tradition is a welcome respite and be assured while we will have our differences and I promise the members of the Fourth Estate that youll almost always know when we have them President Trump and I support the freedom of the press enshrined in the First Amendment.

Ive been an advocate of the free and independent press for a long time. I worked as a commentator on the radio back in the 1990s, a kind of Rush Limbaugh on decaf.

He said he was proud ofthe federal media shield statute that passed the House of Representatives when he was a congressman. (His next line was inaudible due to clapping.)

Referencing Thomas Jefferson, he said, Given a choice between government without a free press or a free press without a government, I should choose the latter.

He also brought up the quote chiseled into the wall of the Chicago Tribune about the press being a check upon the government that no Constitution has ever been able to provide.

True words indeed, he said. But these days, and I say this with the deepest respect, it seems like in the, it seems like in this short news cycle in which we live, that too often stories will make Page One and drive news with, with just too little respect to the people who are affected or involved. So let me just say to you as, not as your vice president, but just as a neighbor and as a champion of the [inaudible] that I think, I think weve all just got to do better. And the way I think we can do better is by focusing on what unites us more often as Americans. Our commitment to truth you know we saw the unity around our highest ideals and higher belief on Tuesday night. It was a special night. And a courageous woman and her heroic husband brought a divided nation together as the president paid tribute to Navy SEAL Ryan Owens, who lost his life in the line of duty.

He added, When Carryn [Owens] stood up all of our divisions melted away. In that moment, there were no Republicans, there were no Democrats on that floor, there were just Americans. And not just in the Congress [but] all across the country. So in these divided times, I think we ought to try and do as much as we can. Actions, words and deeds that emulate Carryn and her courageous family. Take every opportunity that we have to stand up, to stand together. And take every opportunity to look up a little bit more, with grateful hearts for the privilege of servicing and live in the great nation in the history of the world.

If we do that, I believe with all of my heart, by Gods grace, these divided times will give way to unity and freedom, and America will be great again.

As Vice President Mike Pence spent part of hisSaturday night joking about the news that he used a personal email account to conduct state businessduring his time as Indiana's governor, the minds behind Saturday Night Live's Weekend Update had a few jokes of their own about the controversy.

And while both the vice president and the SNL writers took aim at Pence having an AOL account, cast member Colin Jost delivered a much sharper jab about why the somewhat outdated service was Pence's email provider of choice.

In a Weekend Update segment heavy on shots fired at the Trump Administration, Jost transitioned to Pence after talking about Attorney General Jeff Sessions' failure to disclose contacts with the Russian ambassador during his confirmation hearing.

After flatly delivering the news about the vice president's emails, Jostfollowed with the punchline of, "Pence said he originally chose AOL because Hotmail was forbidden by his church," with a noticeable pause between the words "hot" and "mail."

After a moment, the joke garnered delayed laugherand applause from the crowd, causing Jost to motion to the audienceand say, "Took you little while."

Pence'semails were released afterIndyStar discoveredthatthe vice president used a personal email account to conduct business. IndyStar obtainednearly 30 emailsthrough a public records request that Pence had sent from his personal account.

The emails show that Pence communicated with top advisers from his personal AOL account on security gates at the governor's residence, the state's response to terror attacks across the globe and other topics.

Attorneys for Pence then delivered 13 boxes of state-related emails to the Indiana Statehousein an effort to make sure they arearchived as required by law.
