Nine government soldiers killed in three incidents in east Ukraine

MARIUPOL, Ukraine, April 5 (UPI) -- Nine Ukrainian soldiers were killed in three separate incidents over the weekend in the country's east, the latest breach of a fragile ceasefire organized by international powers earlier this year.

Two soldiers were killed in the government-controlled port city of Mariupol when their vehicle struck a mine, and four others died in Schastye, near the rebel bastion of Luhansk close to the Russian border.

Ukraine's interior ministry released a statement saying the four were killed by an anti-tank rocket fired by a pro-Russian separatists as their vehicle crossed a bridge.

On Saturday three other government soldiers were killed in a mine blast near the rebel stronghold of Donetsk.

The incidents join other isolated breaches of a February ceasefire organized in Minsk, Belarus, by leaders of Ukraine, Russia, Germany and France.

The deal called for a stop to fighting, a complete swap of prisoners on both sides and a withdrawal of heavy weapons, including artillery and rockets, from front-line positions.

Soon after the Minsk agreement, rebel forces captured the town of Debaltseve, threatening to break apart the terms of the truce as rebel forces claimed the ceasefire did not apply there. The bombing of a pro-Ukraine rally in Kharkiv, near the Russian border, further increased doubts about the agreement.

Last month, however, pro-Russian rebels and Ukrainian forces began the process of exchanging prisoners and pulling back weaponry.

Though Russia has denied it, Western powers charge that it is supplying weaponry and troops to separatists in Ukraine's east. Moscow has characterized Russian troops fighting in Ukraine as "volunteers."

The Obama administration has weighed sending military equipment to assist Kiev but has yet to act amid the general lull in large-scale fighting and objections from western European allies.

Ukraine looks to restructure 14bn

Ukraines government has approved a list of debt that should be restructured under an IMF programme to save the nation $15.3bn (13.94bn), including $3bn in Eurobonds sold to Russia.

Ukraines sovereign and corporate debt incurred before February 28 is included, the Finance Ministry said on its website. The last category covers state banks, the railways operator and the city of Kiev, according to the statement.

Ukraine is trying to reach an agreement with creditors including Franklin Templeton, which holds about $7bn in the debt, to save $15.3bn through the restructuring. Russia says it bought the Eurobonds in 2013 to support the government of then-Ukrainian president Viktor Yanukovych and is already contributing by not demanding early repayment.

Up to now, weve been repeatedly saying that Russia doesnt plan to restructure the Ukrainian debt and isnt in talks on the issue, said Svetlana Nikitina, an aide to Russian finance minister Anton Siluanov. The ministry hasnt seen the Ukrainian decision yet, she said.

The list of debts included may be published today, the Ukrainian Finance Ministry said. The decision on debt comes amid a relative lull in the one-year military conflict in two eastern Ukrainian regions that led the government in Kiev to seek assistance from the IMF.

While casualties have waned following a ceasefire agreed on February 12, Ukraine still has to complete negotiations on losses for international bondholders by May to keep funds flowing from the IMF.

On Saturday, the situation worsened in the conflict area, Ukrainian military spokesman Andriy Lysenko said. Three Ukrainian soldiers were killed in a mine explosion in the east of the country near Donetsk, while two were wounded.

Pro-Russian militants attacked our positions near Donetsk airport, in the areas of Avdiyivka and Opytne, he told reporters in Kiev on Saturday.

Ukraine said separatists used heavy weapons, which both sides were supposed to pull back under truce accords, to attack government troops at least five times yesterday. Militants in Donetsk also accused government forces of breaches, according to a statement posted by the rebel-controlled Dan news agency.

Russia is taking part in talks on the possibility of the conflicting sides withdrawing some weapons of calibers below 100mm, Foreign Minister Sergei Lavrov said on Saturday in Bratislava. An agreement on that would bolster previous ceasefire agreements and help build trust, he said.

Leinster limping but theres more in them

Saturdays quarter-final was Leinsters 19th knockout game over the last four seasons... the fact they won 15 of those shows their understanding of whats required on these occasions, writesDonal Lenihan.

Despite another less-than-spectacular performance, Leinster find themselves in another European semi-final, their eighth in the continents premier competition.

It proved a disappointing weekend for the Aviva Premiership overall with three of their four representatives biting the dust. Leinster not only carry Irish interests but also that of the Guinness Pro12 as they challenge for a coveted fourth European gold star on their famous blue jersey.

Saracens fly the flag for England after an incredibly fortunate win over Racing Metro. Johnny Sextons side shot themselves in the foot by giving away a penalty in the last play of the game. You could see it coming. In a repeat of last seasons semi-final, Sarries now meet Clermont- Auvergne once again.

Clermonts 37-5 annihilation of Aviva Premiership holders Northampton once again begs the question what is wrong with the French national team? They were absolutely superb and right now appear in pole position to finally land a first ever European Cup.

As anticipated, Toulon filled the final semi-final slot when they accounted for Wasps at Stade Felix Mayol but they were less than convincing in accounting for their English foes. That offers Leinster hope, even if they appear to have a lot to work on before that clash in Marseille on April 19.

Leinsters greater craft, experience and understanding of what is required when it comes to the knockout stage of tournament rugby made all the difference against Bath in a contest that was still in the balance right up to the final whistle. Even then, the outcome was shrouded in controversy, with both sides laying claim to a penalty in the games last play. Bath were furious it went Leinsters way as the possibility of extending the game into extra-time was denied them.

French referee Jerome Garces has often been the source of controversy with Irish sides involved but with a penalty count of 12-4 in Leinsters favour, nobody in the home camp was throwing any menacing glances his way on Saturday evening.

Saturdays quarter-final in Dublin was Leinsters 19th knockout game spread across the Pro12, Heineken, Amlin and Champions Cup over the last four seasons. The fact that they had won 15 of those contests ahead of the weekend shows their understanding of what is required on occasions such as this.

By way of contrast, Bath lacked the game appreciation, smarts and discipline required to prosper in the cauldron of cup rugby. In addition, their normally reliable handling skills let them down. While they are entitled to feel somewhat aggrieved, given that they outscored Leinster by two tries to nil, knockout rugby is not about how you score your points, just about how many you score over 80 minutes.
